Living and working in Kigali as a foreign entrepreneur
Company formation is the easy part of moving to Rwanda. The harder questions are domestic: which hill to live on, how a lease is priced, which hospital to use, where the children go to school, how to pay for a moto and what to do on the last Saturday of the month. This guide answers them with dated sources and indicative ranges, and says plainly where the published data is thin.
Key takeaways
- Most foreign founders live in Gasabo District: Nyarutarama, Kimihurura, Kacyiru, Kibagabaga and Gacuriro. Kiyovu, in Nyarugenge District, is the central option close to the older business district.
- Rents are the largest cost. Numbeo's indicative range for a three-bedroom flat runs from about RWF 1,000,000 to RWF 2,260,000 a month (October 2026). Leases should be priced and paid in a way that fits the central bank's foreign exchange rules.
- Expatriates are generally outside Rwanda's community health scheme. Plan private health insurance that includes medical evacuation, which the UK Foreign Office says may mean Kenya or South Africa.
- Kigali sits at about 1,567 m. Temperatures average around 21°C, with two rainy seasons, from mid-February to May and from mid-September to mid-December.
- Three rules shape daily life: the ban on plastic carry bags under Law N° 17/2019, monthly umuganda (community work), and the right to drive on a foreign licence for 12 months only once you are resident.
- Family members follow the principal's permit. A spouse or child applies for an M2 dependant permit at half the principal's fee, with the same validity.

What this guide covers, and what it does not
We write for a founder who has decided, or nearly decided, to spend real time in Rwanda. Perhaps you will run a Rwandan company yourself. Perhaps you will sit on its board and visit every quarter. Perhaps your family will come with you. In each case the questions after the company registration are practical ones, and they are rarely answered in one place.
We cover the city's geography, neighbourhoods, housing and leases, the cost of living, healthcare and insurance, schools, safety indicators, phones and internet, mobile money and personal banking, transport and driving, the rules of daily life, public holidays, climate and language, and permits for family members. Each section names its sources and their dates.
We do not quote prices of our own, and we give precise prices only where a dated source publishes them. Prices in Kigali move with the exchange rate and with supply in particular neighbourhoods. Where we give a range, it is labelled as indicative and sourced. Treat it as a starting point for your own enquiries, and expect to see quotes above and below it.
This is a practical guide. It does not comment on politics. Where we cite government travel advice, we cite it as published and with its date, because it affects insurance and corporate travel policies.
The city in one page
Kigali is the capital of a landlocked country of about 26,300 km², bordered by Uganda, Tanzania, Burundi and the Democratic Republic of the Congo. The Umujyi wa Kigali (City of Kigali) is one of the country's five top-level administrative units, alongside the Northern, Southern, Eastern and Western provinces. At the 2022 census it had 1,745,555 residents, of whom 20,554 held foreign citizenship.
The city has three districts. Gasabo, in the north and east, is the largest, with 879,505 residents in 2022. It holds most of the neighbourhoods foreign families choose, the Kigali Convention Centre, the Kigali Special Economic Zone and Kigali Innovation City. Kicukiro, in the south and east, had 491,731 residents and contains Kigali International Airport at Kanombe. Nyarugenge, the oldest part of the city, had 374,319 residents and contains the historic commercial centre.
Each akarere (district) divides into sectors, each umurenge (sector) into cells, each akagari (cell) into villages, the umudugudu (village). You will meet these tiers on a lease, a utility contract and an Irembo application. The village is also the unit that organises monthly community work.
Street addresses follow a simple code. Streets in Gasabo begin with KG, in Nyarugenge with KN and in Kicukiro with KK, so "KG 7 Ave" places you in Gasabo before you open a map. Land parcels carry a UPI (Unique Parcel Identifier), which appears on title documents and is the number to check on any property you rent or buy.

Altitude, climate and the working day
Kigali spreads across hills and the valleys between them. Its elevation is commonly given as 1,567 m. Hilltop neighbourhoods sit higher and valley roads lower, so the figure is a city average and not a fixed point. Most new arrivals notice the altitude for a day or two when climbing stairs or exercising, and then stop noticing it.
The climate is tropical highland. Visit Rwanda gives an average daily temperature in Kigali of 21°C. Daytime peaks rarely exceed 30°C and nights rarely fall below 15°C. Temperatures vary little from month to month. The rain does. Rwanda has two rainy seasons, from mid-February to May and from mid-September to mid-December, and a dry season from June to mid-September with light cloud and occasional light rain.
For a European founder the clock is the quiet advantage. Kigali runs on Central Africa Time, UTC+2, with no daylight saving. That is the same as Berlin or Paris in summer and one hour ahead of them in winter. A morning call with Frankfurt and an afternoon call with Dubai fit into one ordinary Kigali working day.

Languages you will hear
Rwanda has four official languages: Kinyarwanda, English, French and Swahili. Kinyarwanda is the language almost everyone speaks at home. English is the language of most government services, banks and business documents. French is still common among people educated before the education system moved to English, and in parts of the professional community. Swahili is useful in trade and with visitors from elsewhere in the East African Community.
In practice, a founder can run a company in English. Contracts, filings and bank files are in English. A few words of Kinyarwanda go a long way socially. Murakaza neza (welcome) is the first phrase you will see, at the airport and on hotel doors.
Translate your own documents before you need them. A marriage certificate, a birth certificate or a driving licence in German, Russian or Spanish will need a certified or notarised English translation for a permit or a licence exchange. Ordering the translations at home, with the apostille or legalisation in the same step, saves weeks in Kigali.
Neighbourhoods
Six areas foreign founders shortlist
Each neighbourhood belongs to a district and a sector. The district decides your address code and the offices you deal with; the neighbourhood decides your commute and your weekends.
| Neighbourhood | District | Character | Often suits |
|---|---|---|---|
| Kiyovu | Nyarugenge (Kiyovu cell, Nyarugenge sector) | Central, on the hill above the old commercial district; older villas, hotels, embassies and offices | Founders who want to walk to central offices and banks |
| Nyarutarama | Gasabo | Leafy and well-paved; home to many diplomats and executives; golf course and shopping nearby | Families who want quiet streets and short trips to schools |
| Kimihurura | Gasabo (Kimihurura sector) | Lively, with restaurants, hotels and the Kigali Convention Centre close by | Single founders and couples who want evenings out |
| Kacyiru | Gasabo (Kacyiru sector) | Government and institutional quarter; ministries, embassies and King Faisal Hospital | People who deal often with ministries or need the hospital close |
| Kibagabaga | Gasabo | Residential, with duplexes, bungalows and newer condominiums; a large hospital and the International School of Kigali | Families with children at ISK |
| Gacuriro | Gasabo | Planned estates with duplexes and villas, shops and restaurants; Kigali International Community School | Families who prefer an estate layout and space |
Sources: House in Rwanda, neighbourhood guide (13/07/2020, character only); Wikipedia, Gasabo District and Nyarugenge District, sector and cell lists (accessed October 2026); International School of Kigali, About us (Kibagabaga, accessed October 2026); Kigali International Community School (Caisse Sociale Estates, Gaculiro). Neighbourhood descriptions are general; streets within each area vary.
How to choose between them
Start with three fixed points: your office, your children's school and the hospital you will use. Kigali is compact, but its hills mean that two points close on a map may be twenty minutes apart at rush hour. A family with children at the International School of Kigali in Kibagabaga and an office in the central business district will spend more time in traffic than a family who lives near one of the two.
Then look at the street, not just the neighbourhood. Paved access, a reliable water supply, a generator or inverter, and a safe parking area matter more to daily life than the name of the area. Ask the landlord about water pressure in the dry season and about power cuts, and ask a neighbour the same questions.
Finally, think about the next two years. Kigali is building. A plot opposite your house may become a construction site, and a dusty road may be paved within months. Your landlord or agent will know what is planned on the neighbouring parcels.
Visit the house twice: once on a weekday at 7:30, when the school and office traffic runs, and once after rain. The first tells you the real commute; the second tells you about the access road and drainage, which a sunny Saturday viewing hides.
Housing
How renting works in Kigali
Most foreign founders rent furnished or semi-furnished houses or flats for one to two years before deciding whether to buy.
Finding a property
Properties are found through agents, property websites, word of mouth and, increasingly, social media groups for foreign residents. Agents usually show several properties on the same day. Listings often show furnished and unfurnished prices separately. Houses with gardens are common in Gasabo; flats in newer buildings are more common near the centre and along the main roads.
The lease
The lease is a contract, amasezerano (agreement, contract), between you or your company and the owner. It should identify the property by its UPI, name the owner as shown on the title, state the rent, the currency and the payment schedule, list the furniture and appliances, and set out who pays for utilities, security, gardening and repairs. Deposits and advance rent are negotiated case by case. We read the lease for you before you sign and confirm that the person signing as landlord is the registered owner.
The currency of the rent
Many listings for expatriate housing quote rent in US dollars. The National Bank of Rwanda's Regulation 42/2022 on foreign exchange operations, as amended by Regulation 89/2025 of 30/05/2025, requires domestic transactions to be carried out in Rwandan francs and makes pricing in foreign currency subject to authorisation. Penalties for breaches can reach 50% of the amount, and 100% for a repeat. Before you sign a lease quoted in dollars, ask for a price in RWF or agree how the contract complies. We check this point on every lease we review.
Who pays property tax
Immovable property tax is levied on the owner: 0.5% of value for residential property, 0.3% for commercial and 0.1% for industrial. A tenant does not pay it, although a landlord may build it into the rent. If your company rents a house for you, the rent and any benefit-in-kind treatment for payroll purposes is a separate question we confirm with your accountant.
Buying later
Buying property as a foreigner raises its own questions on land tenure, title and transfer tax, which is 2–2.5% on commercial property. We recommend renting for at least a year first. You will know which neighbourhood you prefer and which streets flood.
Sources: BNR Regulation 42/2022 on foreign exchange operations as amended by Regulation 89/2025 of 30/05/2025 (PKF East Africa, 2025); PwC Worldwide Tax Summaries, Rwanda, other taxes (reviewed September 2026), for immovable property tax and transfer tax.
If your company will pay the rent, put the company's name on the lease from the first day. A lease signed personally and later paid by the company creates questions for the bank, the tax authority and your payroll that are easy to avoid and tedious to fix.
Cost of living
Indicative monthly costs
Crowd-sourced ranges from Numbeo, last updated 02/10/2026 from 394 entries by 37 contributors in the previous 12 months. They are indicative only and do not distinguish neighbourhoods.

What drives the budget
For most foreign households three lines decide the monthly budget: rent, school fees and imported goods. Local produce, local transport and services are inexpensive by European standards. Imported food, wine, branded clothing, electronics and cars are not, because they carry transport costs from the coast and customs duties under the East African Community common external tariff, which runs at 0, 10, 25 and 35% depending on the product, plus levies.
Household staff are common. A family that employs a housekeeper, a gardener or a guard becomes an umukoresha (employer) with obligations under the labour law and to RSSB. Our page on the cost of an employee sets out PAYE and social security. Pension contributions are 6% from the employer and 6% from the employee in 2025 and 2026, rising to 7% each from 01/01/2027.
Budget in Rwandan francs where you can. The amafaranga (money; also francs) you spend locally will be in RWF, and a budget set in euros or dollars moves every month with the exchange rate.

Healthcare
Hospitals, clinics and insurance
Kigali has the country's main referral hospitals and a group of private clinics used by foreign residents. Serious cases may still need evacuation.
King Faisal Hospital
King Faisal Hospital Kigali, in Kacyiru (Gasabo District), is a tertiary referral hospital and the facility most foreign residents name first. It has been accredited by COHSASA, the Council for Health Service Accreditation of Southern Africa. The hospital's own site lists a bed capacity of 167 and describes an expansion project to 567 beds, with construction from February 2025 and completion planned for 2027. Other public referral hospitals in the city include the University Teaching Hospital of Kigali (CHUK) in Nyarugenge.
Private clinics
The UK Foreign Office publishes a list of medical providers in Rwanda. For Kigali it names, among others, Polyclinique du Plateau (KN 3 Avenue), Frontier Diagnostic Centre and Deva Medical Centre in Nyarutarama, LifeCare Kigali (KG 9 Avenue) and Kigali Adventist Dental Clinic in Kacyiru. The list is not an endorsement, and the FCDO notes that some staff speak English. We suggest registering with a general practitioner clinic in your first month, before you need one.
What the FCDO says about care and evacuation
The FCDO states that only limited medical facilities are available in Rwanda, and that for a serious accident or illness you may need an air ambulance to Kenya or South Africa. It advises that insurance cover local treatment and unexpected medical evacuation, and that you contact your insurer promptly if you are referred to a facility. The emergency number is 112.
Insurance for foreign residents
Rwanda's community-based health insurance, known by its French name Mutuelle de Santé, is run by RSSB for people within the national social protection system. RSSB told The New Times in February 2026 that refugees are the only other group allowed to enrol, that permanent residents may qualify after formal registration, and that expatriates and temporary residents generally use private insurance.
The RSSB Medical Scheme is a second route. Public employees are members automatically. Private companies with at least 7 employees may join, and must then enrol all their employees. Contributions are 15% of basic salary, split 7.5% employer and 7.5% employee, and spouses and children of members are covered. A small founder company will usually be below the threshold and rely on private cover.
Private cover comes in two forms: a local medical policy from an insurer licensed in Rwanda, or an international expatriate plan. Compare whether the policy pays King Faisal and the private clinics directly, whether it covers evacuation to Nairobi or Johannesburg, and how it treats pre-existing conditions and maternity.
Regional health alerts
On 17/05/2026 the World Health Organization declared the Ebola outbreak in the DRC and Uganda a Public Health Emergency of International Concern. On 12/06/2026 Rwanda's Health Minister said there were no Ebola cases in Rwanda and described fever screening of arriving passengers at Kigali International Airport. Check current advice from your own government and your insurer before you travel.

Ask your insurer one question in writing before you buy: will it guarantee payment directly to King Faisal Hospital and to an air ambulance, or will you pay first and claim later? The answer decides how much cash or card limit you need on the worst night of the year.
Schools
International schools in Kigali
Kigali offers IB, American, British, French and Belgian programmes. Most schools are in Gasabo District. Fees vary widely and are published by the schools themselves; we do not quote them.
| School | Curriculum | Location | Notes |
|---|---|---|---|
| Green Hills Academy | IB World School: PYP, MYP, DP and Career-related Programme | KG 278 St (Gasabo) | Founded 1997; more than 2,200 learners from over 60 countries |
| International School of Kigali (ISK) | American programme with Advanced Placement and AP Capstone | Kibagabaga (Gasabo) | Founded 2009; ages 4 to 18 |
| Kigali International Community School (KICS) | American curriculum with a Christian philosophy | Caisse Sociale Estates, Gacuriro (Gasabo) | Founded 2006; PreK to grade 12; accredited by ACSI and Middle States |
| École Belge de Kigali | Wallonia-Brussels Federation curriculum, mainly in French | Gisozi (Gasabo), since 2018 | Moved from Kiyovu; Belgian official qualifications |
| École Francophone Antoine de Saint-Exupéry | French national programmes to the DNB and baccalauréat | Central Kigali | Describes its return to the AEFE network |
| Other schools | Cambridge, IB and bespoke programmes | Various | Directories also list Acorns International School, Ntare Louisenlund School, King David Academy, Riviera High School and Wellspring Academy |

Fee figures in third-party directories were inconsistent, so we leave them out.
Admissions in practice
Places in the most requested year groups fill early, and schools often ask for previous school reports, a reference from the current school, vaccination records and copies of passports. Some schools run entrance assessments. Start the conversation as soon as you know your moving date, and ask each school for its fee schedule, its enrolment fee and its sibling policy in writing.
Think about the school's calendar too. Schools following American or IB calendars usually start in August or September. The French and Belgian schools follow their own systems' calendars. A move in January means joining mid-year.
Children of a permit holder need their own dependant permit. Schools may ask for it, or for proof that the application is in progress, at enrolment.
Choose the school before the house. In Kigali the school run decides daily life more than the size of the garden, and the best houses near a popular school go first in July and August.
Safety
What the published indicators say
We cite government travel advice as published, with its date. Rwanda has not published official crime statistics since 2015, according to OSAC, so we rely on these sources rather than rankings.
UK Foreign Office
The FCDO states that crime levels are relatively low in Rwanda, and that there are reported cases of burglary, theft, bag-snatching and mugging in Kigali. It advises care when walking at night, arranging transport in advance, locking car doors and not carrying large amounts of cash. It advises against all but essential travel to parts of Rusizi District within 10 km of the border with the DRC, including the Rwandan islands in Lake Kivu and Kamembe Airport.
Rules that surprise visitors
The FCDO notes that some off-limits military zones in Kigali may be poorly lit or unmarked, that photographing some government buildings is illegal, that drone photography of prohibited areas without a permit carries severe penalties, and that vapes and e-cigarettes are banned.
US Department of State
The US advisory for Rwanda moved from Level 2 to Level 3, "Reconsider travel", on 17/05/2026, citing the Ebola outbreak in Ituri Province in the DRC, and was reissued on 04/06/2026. It advises against travel within 10 km of the border with the DRC, and describes crime mainly as pickpocketing in urban areas, with burglary or targeted theft less common.
OSAC country security report
The Overseas Security Advisory Council's Rwanda report of 11/04/2025 identifies residential theft as the main concern, including break-ins when homes are unoccupied, and notes reports of late-night assaults on people walking alone in poorly lit areas.
Sources: UK FCDO, Rwanda travel advice, safety and security (updated 14/10/2026); UK FCDO, warnings and insurance (updated 04/09/2026); US Department of State, Rwanda travel advisory (issued 04/06/2026); OSAC, Rwanda Country Security Report (11/04/2025).
What foreign residents do in practice
Most foreign households take the ordinary urban precautions the advisories describe. Houses in the residential areas usually have walls, gates and a guard, often employed through a security company. Valuables stay out of sight in cars. People use known drivers or ride-hailing apps at night rather than walking on unlit roads. Corporate travel policies often follow the US or UK advisory level, so check yours: a change in level can affect insurance and approval for business trips, even where daily life in Kigali has not changed.
Read your own government's advice on the day you book, and read your policy's wording on advisory levels. Some insurers exclude areas under "advise against all but essential travel". A board trip to Lake Kivu planned for the weekend after a meeting is where this usually matters.
Phone, internet, money
Getting connected in your first week
A Rwandan SIM card is the key to almost everything: mobile money, ride-hailing, Irembo notifications and bank alerts.
Mobile operators
Two mobile networks operate in Rwanda: MTN Rwanda and Airtel Rwanda. According to RURA's statistics for the second quarter of 2025, MTN held 64% and Airtel 36% of 13.29 million active mobile subscriptions. You buy a prepaid SIM with your passport, which the seller registers when the SIM is activated, and ownership limits apply per document. International eSIM data plans also work for the first days.
Home internet
Home broadband coverage varies street by street. Ask the landlord which provider currently serves the house and test the speed during the viewing. Numbeo's indicative range for a 60 Mbps or faster unlimited connection was RWF 15,000 to 50,000 a month in October 2026. Many households keep a mobile data bundle as a backup.
Mobile money
Mobile money is the dominant retail payment channel. The two services are MTN Mobile Money, known as MoMo, and Airtel Money. Registration for MoMo needs an MTN SIM and a valid ID. You will use it for taxis, markets, small shops, bus card top-ups and paying household staff. A Living in Kigali guide of July 2026 notes that international senders generally cannot pay straight into a MoMo wallet, so money usually goes from abroad to a local bank account first and then to the wallet.
A personal bank account
For a personal account, Kigali banks usually ask for a valid passport, a resident or work permit, proof of address such as a lease or utility bill, and passport photographs. Premium accounts may ask for an employer letter. In practice the permit comes first, then the personal account. The company's konti ya banki (bank account) is a separate file, which we cover on our bank account page. Rwanda has nine commercial banks, including Bank of Kigali, I&M Bank Rwanda, BPR Bank Rwanda, Equity Bank Rwanda and Access Bank Rwanda.
Tax residence
Living in Kigali may make you tax resident in Rwanda. Under the income tax law as summarised by PwC, an individual is resident if they have a permanent residence or habitual abode in Rwanda, or stay more than 183 days in any 12-month period, or are present in the tax period and averaged more than 122 days in each of the two preceding periods. Your home country applies its own rules at the same time. We confirm your position for your structure, together with your home adviser.

Bank list as on our bank account page.
Register the SIM in the name that appears on your permit application, and keep the same number for the whole move. Irembo, the bank, the school and your landlord will all hold that number, and changing it later means updating each of them one by one.
Getting around
Motos, cars, buses and the licence question
Kigali is a city of hills, motorbike taxis and short car journeys. Traffic drives on the right.
Moto taxis
Motorbike taxis, called motos, are the fastest way across the city for one person. Drivers are expected to carry a helmet for the passenger. A Living in Kigali guide, updated in April 2025, put typical moto fares at about RWF 500 to 2,000 per trip; treat that as indicative. The FCDO warns that motorbike taxis and shared minibuses are very vulnerable to accidents. Many foreign residents use motos for short daytime trips only, and buy their own helmet.
Ride-hailing and taxis
Two local apps are widely used for cars: Move and Yego Cabs. Yego Cabs can also be booked by phone on 9191. Hotels and the airport have their own taxi arrangements. Payment is often by mobile money or cash.
Buses
City buses use the cashless Tap&Go card, which you top up at vendors, through MTN Mobile Money or through the Tap&Go app. Buses run on fixed routes and stop at marked stages.
Driving on a foreign licence
According to Rwanda National Police, Rwandan citizens and foreign residents can drive on a foreign licence for 12 months. The FCDO advises UK visitors to carry the 1949 international driving permit with their licence, and states that a Rwandan licence is required after one year.
Exchanging your licence
Exchange is not automatic. You apply through Irembo or by email to the police, with an application form, a copy of your national ID or resident card, and a copy of your valid licence, with a notarised translation if it is not in English. An officer contacts you within five business days. You may be asked to take a theory or practical test, depending on the assessment; one retake is free. After passing, you apply for the definitive licence on Irembo, which takes about 10 days.
Roads beyond Kigali
The FCDO describes roads from Kigali to major towns as generally in good condition, with landslides possible in the rainy season, and many roads outside larger towns unlit after dark. Plan long drives in daylight.
Sources: Living in Kigali, "Transport in Kigali: a beginner's guide" (published 25/09/2021, updated 23/04/2025); Rwanda National Police, exchanging a foreign driver licence (accessed October 2026); UK FCDO, Rwanda travel advice, safety and security (updated 14/10/2026).
Start the licence exchange in your first months, not in month eleven. The resident card or ID the police ask for comes with your permit, the translation may need notarising, and a test slot may be needed. A founder who waits until the twelve months run out may be left without a valid licence for weeks.
Daily life
Plastic bags, umuganda and the holiday calendar
Three national routines that a new arrival notices in the first month.
The ban on plastic carry bags
Law N° 17/2019 of 10/08/2019 prohibits the manufacturing, importation, use and sale of plastic carry bags and single-use plastic items. It replaced Law N° 57/2008, which had already banned polythene bags. Exceptions exist for home-compostable items and woven polypropylene, and businesses can apply for a written authorisation on exceptional grounds. The law sets fines, doubled for repeat offences, and an environmental levy on imported single-use plastics and goods packed in plastic. The FCDO notes that plastic bags brought in on arrival are confiscated. Pack in paper, cloth or reusable bags, and tell your removal company before it packs.
Umuganda
On the last Saturday of each month, Rwanda holds umuganda (monthly community work). Residents of each village work together on local projects in the morning, usually from about 8:00 to 11:00, and then meet to discuss local matters. Participation is a legal duty for Rwandans aged 18 to 65. The FCDO says most services close from 7:00 to 11:00. Traffic largely stops and most shops open once the work ends. Foreign residents may join their village's work, which is a good way to meet neighbours. Whether you join or not, do not plan an airport run, a delivery or a meeting for that morning.
Public holidays
Official public holidays under Art. 53 of Law N° 66/2018 regulating labour include 1 and 2 January, Heroes' Day on 1 February, Good Friday and Easter Monday, the Genocide against the Tutsi Memorial Day on 7 April, Labour Day on 1 May, Independence Day on 1 July, Liberation Day on 4 July, Umuganura on the first Friday of August, Assumption Day on 15 August, Christmas, Boxing Day and the two Eid holidays. The government publishes the observed dates each year on gov.rw. The week after 7 April is a national week of mourning: offices work, but celebrations and events are not scheduled, and a newcomer should keep a low profile with parties and music.

Add every last Saturday and the week after 7 April to your company calendar in your first week. Visitors from head office who arrive on an umuganda morning and find the city still are the most common scheduling mistake we see, and the easiest to avoid.
Permits
Bringing your family
Family permits follow the principal's permit. Sequence matters more than speed.
The principal comes first
The founder usually enters on a visa, which every nationality can obtain on arrival since 01/01/2018, with fees capped at USD 50 for a single entry and USD 70 for multiple entry. Citizens of African Union, Commonwealth and Francophonie countries have the fee waived. To live and work in Rwanda the founder then needs an uruhushya (permit, licence) from the Directorate General of Immigration and Emigration (DGIE). An investor's permit is issued by sector, for example F1 for manufacturing or W1 for IT, at RWF 150,000 for up to 2 years. Our permits page sets out each class.
The M2 dependant permit
A spouse or child of a temporary resident permit holder applies for an M2 dependant permit. DGIE sets the fee at half the fee paid by the principal, and the permit has the same validity as the principal's permit. If the founder holds an F1 permit at RWF 150,000 for two years, the spouse's M2 costs half of that and runs to the same date.
The file includes the marriage certificate for a spouse, birth certificates for children, passports, and an original police clearance for each dependant over 18 from the country of residence for the previous six months. Documents issued abroad need the correct certification for Rwanda: an apostille for countries where the Convention applies with Rwanda, and legalisation where it does not, as for Germany, the UAE and Qatar. We confirm the accepted form for your country before you order anything.
Timing
We file dependants' applications immediately after the principal's permit is issued, because the dependant file refers to the principal's identity card and the dates then line up. Renewals follow the same logic: one date for the whole family.
Sources: DGIE, dependant permits M1, M2 and M3, and investor permits (migration.gov.rw, accessed October 2026), as on our permits and visas pages; HCCH Apostille Convention status table (Germany's objection of 28/03/2024; UAE and Qatar not parties).
By home country. A German family needs full legalisation of its civil status documents, because Germany objected to Rwanda's accession to the Apostille Convention on 28/03/2024; final German certification is by the Bundesamt für Auswärtige Angelegenheiten. A French family can usually use the apostille, and should confirm the current position before ordering. A family based in the UAE needs legalisation, because the UAE is not a party to the Convention. In every case, order the certified English translations at the same time.
Order police clearances last. They must be no older than six months when filed, and a clearance ordered at the start of a slow document chase may expire before the permit file is complete.

Questions
What founders ask before moving to Kigali
Which neighbourhood do most foreign families choose?
Most choose Gasabo District: Nyarutarama, Kimihurura, Kacyiru, Kibagabaga or Gacuriro. Kiyovu, in Nyarugenge District, suits founders who want to be central. The school and the office usually decide between them.
How much is rent in Kigali?
Numbeo's indicative ranges in October 2026 were about RWF 500,000 to 1,206,000 a month for a one-bedroom flat in the centre and RWF 1,000,000 to 2,262,000 for a three-bedroom flat. Houses with gardens in popular areas can cost more. Treat these as starting points.
Can my lease be in US dollars?
Many listings quote dollars, but BNR Regulation 42/2022, as amended in 2025, requires domestic transactions in Rwandan francs and makes foreign-currency pricing subject to authorisation. Ask for an RWF price or confirm how the lease complies before you sign.
Can I join Rwanda's public health insurance?
Expatriates and temporary residents generally cannot join Mutuelle de Santé and use private insurance. A company with at least 7 employees may join the RSSB Medical Scheme, which covers spouses and children of members. Buy cover that includes medical evacuation.
Which international schools are in Kigali?
They include Green Hills Academy (IB), the International School of Kigali (American, AP), Kigali International Community School (American), the École Belge de Kigali and the École Francophone Antoine de Saint-Exupéry, as well as several Cambridge-curriculum schools. Ask each school for its current fees in writing.
Can I drive on my home licence?
As a resident, for 12 months, according to Rwanda National Police. After that you need a Rwandan licence. Exchange is not automatic and may involve a test. Apply through Irembo with a notarised English translation if your licence is not in English.
Do foreigners have to take part in umuganda?
The legal duty applies to Rwandans aged 18 to 65. Foreign residents may join their village's work. Either way, most services close that morning, so plan around it.
Can my spouse work on a dependant permit?
The M2 permit allows a spouse or child to live in Rwanda with the principal. A spouse who will take up employment or run a business may need a permit of their own. We confirm the right class for your family against DGIE requirements before filing.
Is Kigali safe?
The UK Foreign Office describes crime levels as relatively low, with burglary, theft, bag-snatching and mugging reported in Kigali. The US advisory is at Level 3 since 17/05/2026, citing the regional Ebola outbreak. Both advise against travel near the DRC border. Read your own government's current advice.
Will living in Kigali make me tax resident in Rwanda?
It can. Under Rwanda's tests, more than 183 days in any 12-month period, a permanent residence or a habitual abode makes you resident. Your home country applies its own rules, so coordinate both sides before you move.
Next step
Moving with the company in order
A move to Kigali works when the company, the permits and the bank file move in the right order. The company and, where it applies, the investment registration come first. The principal's permit follows, then dependant permits, then personal accounts and the licence exchange. Our permits page sets out every class and fee, the visas page covers entry, and the registration guide covers the company. Our fees are fixed and quoted in writing; the pricing page explains how we scope a relocation with a company formation.
Local filings go through licensed partners in Kigali. Tell us through the contact page who is moving, from which country and when, and we reply with a timeline and a fixed quote.
