Rwanda Corporate bank account

A Kigali account in RWF and US dollars

A Rwandan company needs a Rwandan bank account before it can pay salaries, settle tax or invoice a local client. We choose the bank that fits your flows, write the account file the bank actually reads and plan the one visit some banks still ask for. This page explains the banks, the foreign exchange rules that tightened in 2025, mobile money and how money moves between Rwanda and your home country.

The banks

Nine banks, one regulator

Rwanda's banking market is small, concentrated and well capitalised. That shapes how banks treat a new foreign-owned client.

A corporate account in Rwanda is called a konti ya banki (bank account), and the money in it is amafaranga (money; also francs). The banks that foreign-owned companies use are Bank of Kigali, I&M Bank Rwanda, BPR Bank Rwanda (part of KCB Group), Equity Bank Rwanda, Access Bank Rwanda, Ecobank Rwanda, GT Bank, Bank of Africa Rwanda and NCBA Rwanda. Several of them belong to regional groups based in Kenya, Nigeria or West Africa, which matters if your business also trades in Nairobi, Kampala or Lagos.

All of them are licensed and supervised by the National Bank of Rwanda, the central bank, known by its acronym BNR. BNR also sets the foreign exchange rules described further down this page. In its mid-2025 register BNR counted 15 banks in total: 10 commercial banks, 3 microfinance banks, 1 development bank and 1 cooperative bank. Alongside them sit 438 savings and credit cooperatives (SACCOs) and 18 limited-liability microfinance institutions, which serve households and small traders rather than foreign-owned companies.

Concentration is high. The five largest commercial banks hold about 76% of sector assets, and Bank of Kigali, partly state-owned, holds over 30% on its own. The sector's capital adequacy ratio stands at roughly 21%, against a BNR minimum of 12.5%. In practice this means a conservative market: banks are well funded, cautious about new clients they do not understand, and limited in the credit products they offer.

Law N° 044/2024 governing banks opened the door for foreign banks to operate in Rwanda through branches, not only through locally incorporated subsidiaries. For a client this changes little in the short term. It does signal that the regulator wants more competition and more international banks in Kigali.

Choosing

How we choose the bank

There is no best bank in Rwanda. There is a best bank for your flows, your counterparties and your owners.

Where the money comes from

A company capitalised from a German or Dutch bank account is an easy file for any bank. A company capitalised from the Gulf, from a holding in a low-tax jurisdiction or from a CIS country is a heavier file, and some banks handle it better than others. We match the bank to the source before we submit anything.

Which currencies you invoice in

Export businesses, consultancies serving foreign clients and regional headquarters usually need a US dollar account next to the RWF account from day one. A company selling only to Rwandan customers needs RWF first, because local prices must be in RWF.

Regional reach

If you trade with Kenya, Uganda, Tanzania or the DR Congo, a bank with sister banks in those markets simplifies collections and trade finance. Rwanda has been a member of the East African Community since 2007, and much of its trade moves along the Northern Corridor to Mombasa and the Central Corridor to Dar es Salaam.

Trade finance and credit

Importers and exporters should ask early about letters of credit and guarantees. Banks lend in foreign currency as well as RWF, but credit to a new company without Rwandan history is rare. Plan to fund the first year from equity or a shareholder loan.

The bank that answers fastest at the first contact is not always the one that opens fastest. What decides the pace is whether the compliance team understands your ownership chain on the first reading. We send the file to one bank at a time, prepared for that bank, rather than to three banks at once.

Foreign exchange

The RWF rule, precisely

This is the constraint foreign founders most often underestimate. It is also simple to comply with once you know where the line sits.

BNR Regulation 42/2022 on foreign exchange operations sets the framework. Regulation 89/2025 of 30 May 2025 amended it and tightened enforcement. The aim, in BNR's own framing, is the exclusive use of the Rwandan franc in local transactions. Two practices are prohibited without BNR authorisation: pricing in foreign currency and transacting in foreign currency.

What counts as pricing in foreign currency

The amended regulation defines pricing broadly. It covers displaying, quoting, advertising, requesting payment, invoicing or fixing contract prices in a foreign currency. Advisers reading the rule note that it reaches verbal, written, contractual, promotional and digital communication. A US dollar price list on a website aimed at Rwandan customers, a quotation in euros to a Kigali client or a sales email that mentions a dollar figure can all fall inside it.

Who the rule protects

The rule concerns dealings with residents of Rwanda. Your Rwandan company is itself a resident. When it sells to another Rwandan company or to a Rwandan consumer, the price, the invoice and the payment are in RWF. When it exports goods or services to a client abroad, foreign currency is allowed. Licensed banks and authorised dealers are bound too: the sanctions apply to them if they price or transact in foreign currency with a resident.

What remains permitted

The 2025 amendment does not close the capital account. Advisers list the uses that stay open through authorised channels and with documentation:

  • Cross-border payments for imports, exports and offshore service contracts. Amended Article 20 expressly allows payment in foreign currency for goods and services exported or imported.
  • Foreign capital inflows: equity, shareholder and bank loans, donor funding.
  • Transactions through licensed foreign-currency accounts.
  • Personal remittances for tuition, travel or medical treatment abroad.
  • Foreign-currency use by businesses BNR has authorised because they serve non-residents or carry foreign obligations. The application procedure is in BNR Directive N° 0520/2023-00041.

The amendment also introduced a duty to report suspected breaches to the central bank, with protection for those who report in good faith. Staff in sales and finance should know this.

A practical rule of thumb. Price everything you sell inside Rwanda in RWF, in every channel. Keep foreign currency for money that crosses the border. If your model depends on dollar pricing to Rwandan clients, apply to BNR for authorisation before you trade, not after the first invoice.

The cheapest compliance step is a review of your templates. We check the Rwandan website, the quotation template, the standard contract and the email signature line for foreign-currency amounts before the company issues its first invoice.

Currencies

Which accounts to open

Amafaranga

RWF current account

Mandatory in practice. Salaries, PAYE, RSSB contributions, VAT, rent and local suppliers are all paid in Rwandan francs. Most companies open this account first.

Konti ya banki

US dollar account

For export receipts, foreign capital, shareholder loans and payments to foreign suppliers. Local banks run both local-currency and dollar accounts.

Konti ya banki

Euro or other currency

Useful when the parent or main clients sit in the euro area. Availability differs by bank, so we confirm before choosing the bank.

Exporters face a timing rule. Export earnings are expected to be repatriated to Rwanda within three months of shipment. Plan your payment terms with foreign buyers around it. Investors also report occasional delays and temporary shortages of hard currency, particularly on payments from government entities. If your business depends on regular dollar outflows, build a buffer into the treasury plan.

For tax purposes, foreign-currency amounts are converted into RWF. Under the VAT law (Law N° 049/2023, Art. 32), the customs rate applies to imports and the BNR rate on the relevant date applies otherwise. Your accounts and tax returns are kept in RWF, whatever currency the bank account holds.

The account file

What the bank asks first

Every bank follows the same anti-money-laundering logic: identify the company, identify the people behind it, understand the business and understand the money.

  • Company documentsCertificate of registration from the Office of the Registrar General (ORG), memorandum of association, list of directors and shareholders, and the TIN issued with registration.
  • Board resolutionA resolution of the directors to open the account, naming the signatories and the signing rules (single or joint, limits).
  • Owners and signatoriesPassports and proof of address for every director, signatory and beneficial owner. Rwanda's beneficial ownership threshold is 25% of shares or votes.
  • Corporate shareholdersCertified certificate of incorporation, register of shareholders and a structure chart down to the natural persons who own or control the group.
  • Business descriptionWhat the company does, expected monthly volumes, main counterparties and countries. We write it in the bank's language.
  • Source of fundsWhere the share capital and first-year funding come from, with documents that show it.
  • Investment certificate, if anyAn RDB investment registration certificate is not required for an account but strengthens the file.
  • Local addressA registered office in Rwanda. Kigali addresses use street codes such as KG, KN and KK.

Documents from abroad

Corporate documents issued outside Rwanda need to be certified, and those not in English need a certified translation. Rwanda joined the Apostille Convention in 2023, and it has applied to Rwanda since 5 June 2024. Banks set their own standards on top of the registry's, so we confirm the accepted form for your country before you order copies. It is cheaper to legalise once, correctly, than twice.

Source of funds, in detail

This is where files stall. A bank wants to trace the money that capitalises the company back to an origin that makes sense: salary, the sale of a business, dividends from an operating company, a loan from a regulated lender. A single line saying "own funds" does not do that. A short memo with three or four supporting documents usually does.

  • For an individual founder: recent personal bank statements, a tax return or employment contract, and documents for any large one-off receipt such as a property sale.
  • For a corporate parent: audited accounts of the parent, a board resolution approving the investment and the parent's bank statement showing the funds.
  • For a group with several layers: a structure chart with percentages and jurisdictions, and the accounts of the entity that actually sends the money.

The question that slows most files is not about the Rwandan company. It is about the holding above it. If your shares are held through a company in a jurisdiction the bank sees rarely, give the bank that company's accounts and ownership papers before it asks.

Keep the business description consistent. The activity on the ORG certificate, the description in the bank file and the activity on the investment certificate should read as the same business. Three different wordings invite three rounds of questions.

Geography

One day in Kigali, planned

Some banks open the account entirely from documents. Others ask to meet a signatory once, in person. We plan that visit so it takes one working day.

Nyarugenge DistrictCentral KigaliThe city centre, home to BNR and many bank head offices, is where signing and identification usually take place.
Kicukiro DistrictKigali International Airport, KanombeMost visitors arrive here. RwandAir flies direct to London Heathrow and Paris.
Gasabo DistrictKigali Special Economic ZoneManufacturers and logistics companies based here often need dollar accounts and trade finance first.
Western ProvinceRubavu, Lake KivuThe border with Goma in the DR Congo. Companies trading across it plan for regional collections.

Rwanda's capital is the Umujyi wa Kigali (City of Kigali), divided into three districts, each an akarere (district): Gasabo, Kicukiro and Nyarugenge. Distances are short. A morning at the bank, an afternoon with your accountant and an evening flight out is a realistic day.

Visas are not an obstacle. Every nationality can obtain a visa on arrival, and citizens of African Union, Commonwealth and Francophonie states pay no visa fee for 30 days. See visas for business trips.

Avoid the last Saturday of the month for meetings. Umuganda (monthly community work) runs that morning, roughly from 8:00 to 11:00, and most businesses and traffic pause.

Mobile money

How Rwandans actually pay

A bank account runs the company. Mobile money is often how its customers pay.

Mobile money is the dominant retail payment channel in Rwanda. According to BNR figures cited by the U.S. International Trade Administration, about 86% of adults use mobile money. The two large services are MTN Mobile Money, known as MoMo, and Airtel Money. Both let users store and transfer funds, pay utilities and pay merchants, and both support cross-border payments.

Alongside them, the Rwanda National Digital Payment System (RNDPS 2.0, branded eKash) links banks and mobile money for person-to-merchant payments. By mid-2025 eKash had more than 2 million active users. Card use is growing, and cash remains common for small daily purchases, especially outside Kigali.

What it means for a foreign-owned company

If you sell to consumers or small businesses in Rwanda, plan to accept mobile money. Merchant collections land in an account that you then sweep to your bank. They are always in RWF, which fits the RWF rule.

Mobile money does not replace a corporate bank account. Tax, payroll, capital and cross-border transfers run through the bank. We check the merchant terms and settlement arrangements of each provider when we set up your treasury.

Sending money

From your home bank to Kigali

Capital and loans reach Rwanda by international transfer. The route depends on where you send from.

Rwanda is outside the Single Euro Payments Area. A euro transfer from a European bank to a Rwandan bank does not travel as a SEPA credit transfer. It goes by SWIFT, through one or more correspondent banks, and arrives in the currency your Rwandan account holds. Ask your home bank for its international transfer conditions before you send the share capital, and quote the purpose clearly: "capital contribution" or "shareholder loan", with the Rwandan company's name.

Money transfer services such as Western Union, MoneyGram, WorldRemit, Wise and PayPal work with Rwandan banks including Bank of Kigali, BPR, I&M and Ecobank. They suit personal transfers. Company capital should go bank to bank, from an account in the name of the investor, so the source-of-funds trail is clean.

Send a small test amount before the capital. It confirms the beneficiary details, shows which correspondent bank sits in the chain and tells you what arrives net of charges.

Getting money out

Profits, dividends and loan repayments

Law N° 006/2021 of 05/02/2021 on investment promotion and facilitation guarantees, in Article 12, that an investor may transfer abroad, after tax: capital, profits, the principal and interest of foreign loans, and proceeds from liquidation. The U.S. Trade Administration confirms there are no legal restrictions on capital transfers into or out of Rwanda and that investors obtain foreign exchange at authorised banks to repatriate profits and dividends.

"After tax" matters. A dividend paid by a Rwandan company to a foreign shareholder bears withholding tax of 15%, or less where a tax treaty applies: 7.5% for a shareholder in the UAE or Singapore, 10% for Luxembourg or Mauritius. A branch that sends its profits to head office pays 15% withholding on repatriated profits. Interest on a shareholder loan bears withholding too.

The bank will ask for evidence before releasing a dividend abroad: the board or shareholder resolution declaring it, the approved accounts and proof that the withholding tax has been paid to the Rwanda Revenue Authority (RRA). Withholding tax is remitted within 15 days after the end of the month of payment.

Your umusoro (tax) position therefore decides how smoothly money leaves. A company with filed returns and paid withholding tax transfers dividends without friction. See VAT and withholding tax and the dividend calculator on corporate tax.

FAQ

Questions founders ask

Can a foreign-owned company hold a US dollar account in Rwanda?

Yes. Rwandan banks run both RWF and US dollar accounts, and foreign-currency accounts are one of the channels BNR's foreign exchange rules expressly keep open. Most foreign-owned companies hold an RWF account for local payments and a dollar account for cross-border flows.

Can I invoice Rwandan clients in dollars?

Not without BNR authorisation. Since Regulation 89/2025, pricing in foreign currency to residents covers quotes, invoices, adverts and contract prices. The first breach costs RWF 5 million, repeats RWF 10 million. Invoices to clients abroad may be in foreign currency.

Do I have to travel to Kigali?

It depends on the bank. Some open from documents; others ask a signatory to come once for identification and signing. When a visit is needed, we plan it into a single working day.

How long does it take to open the account?

Each bank sets its own pace, and it depends mostly on how complete the source-of-funds and ownership documents are. We do not quote a timeline we cannot control. We do tell you, after reading your file, which parts are likely to draw questions.

Is there a minimum deposit?

Conditions differ by bank and by account type. We confirm them with the bank we recommend before you sign anything. Rwandan company law sets no minimum share capital.

Can I use mobile money instead of a bank account?

No. Mobile money is how many customers pay, and you can collect through it, but tax, payroll, capital and transfers abroad run through a bank account in the company's name.

Can I send share capital from Europe by SEPA?

No. Rwanda is outside SEPA. Euro transfers go by SWIFT through correspondent banks. Send a small test payment first.

Can profits be sent abroad?

Yes. Law N° 006/2021, Article 12, guarantees repatriation of capital, profits, loan principal and interest, and liquidation proceeds after tax. Dividends bear 15% withholding tax, or a lower treaty rate.
