Visas and business visits
Arrive first, apply on arrival
Since 1 January 2018, citizens of every country can get a visa when they land in Rwanda, without applying in advance. Fees are capped at USD 50 for a single entry and USD 70 for multiple entries, many nationalities pay nothing, and some need no visa at all for 90 days. For a founder visiting Kigali, entry is the simplest part of the project.
The policy
An open door, by design
Rwanda made a deliberate choice to be easy to enter. From 1 January 2018, the Directorate General of Immigration and Emigration (DGIE) has issued visas on arrival to citizens of every country. In the 2025 Africa Visa Openness Index, published by the African Development Bank and the African Union, Rwanda ranked first, jointly with The Gambia.
The legal frame is Law N° 57/2018 of 13/08/2018 on immigration and emigration in Rwanda, with the implementing Ministerial Order N° 06/01 of 29/05/2019. DGIE publishes the working rules on its website and runs online applications through Irembo, the government services portal.
For a European, Gulf or CIS founder, the practical consequence is that a first visit to Kigali needs very little preparation on the immigration side. The flight, the meeting schedule and the documents for the bank deserve more attention than the visa. This page covers the entry routes, the fee rules, the online option, the flights from Europe, the Gulf and the CIS, and the local habits that shape a business week in Kigali.
A visit is not residence
A visa covers a visit. It lets a director attend a board meeting, a founder sign documents with a notary, or an engineer inspect a site. It does not let someone live in Rwanda or take up employment there. For that, Rwanda has a system of permit classes, applied for through Irembo, covered on the permits page.
Most of company formation does not require a visit at all. Registration with the Office of the Registrar General is online, and documents signed abroad can be notarised or apostilled at home. Founders usually come to Kigali for the bank, for premises and for the people they will hire.

Options
Five ways in
Which route applies depends on the passport. The rules below are those DGIE publishes for ordinary passport holders.
| Route | Who | Detail | Fee |
|---|---|---|---|
| Visa on arrival | Every nationality | Issued at the border, no prior application | Max USD 50 single, USD 70 multiple |
| Fee waiver, 30 days | Citizens of African Union, Commonwealth and Francophonie member states | Visa on arrival for a 30-day visit | USD 0 |
| EAC pass, 6 months | Citizens of East African Community partner states | Issued on arrival | USD 0 |
| Visa-free, 90 days | Listed countries (below) | No visa needed for up to 90 days | USD 0 |
| East Africa Tourist Visa | Tourists combining Rwanda, Uganda and Kenya | Multiple entry, up to 90 days, applied for on Irembo | USD 100 |

Who pays nothing
The fee waiver covers three groups of countries at once. For European founders the overlaps are useful: the United Kingdom sits in the Commonwealth, and France , Belgium , Luxembourg and Switzerland are members of the Francophonie. Morocco is a member of the African Union. Mauritius belongs to all three and is also on the 90-day visa-free list.
Membership lists change, and associate or observer status in the Francophonie is not the same as membership. We check your passport against DGIE’s current position before you fly.
Who pays the standard fee
Citizens of countries outside those groups and outside the visa-free list pay on arrival, up to USD 50 for a single entry or USD 70 for multiple entries. That covers, for example, Germany , Austria , the Netherlands , Italy , Spain , Ireland , Sweden , Russia , Kazakhstan , Türkiye and the United Arab Emirates .
A founder who expects to return several times within the visa’s validity should take the multiple-entry option. The difference is USD 20, and it saves a queue on every later arrival.

A dual national should enter on the passport that gives the better route and leave on the same one. Switching passports between arrival and departure creates a record that does not match at the border, and that is a conversation nobody needs at the end of a business trip.
No visa needed
The 90-day visa-free list
Citizens of the following countries may stay up to 90 days without a visa.
| Region | Countries |
|---|---|
| Gulf and Asia | Qatar, Singapore, Indonesia, the Philippines |
| Indian Ocean | Mauritius, Seychelles |
| Central Africa | DR Congo, Angola, Central African Republic, Chad, São Tomé and Príncipe |
| West Africa | Benin, Côte d’Ivoire, Ghana, Guinea, Senegal, Sierra Leone |
| Caribbean | Haiti, Saint Kitts and Nevis |

Three of these countries matter for company structures as well as travel. Mauritius, Singapore and Qatar each have a double tax treaty with Rwanda that lowers withholding tax on dividends, interest and royalties below the standard 15%. A Singapore or Mauritius holding company whose directors travel on those passports therefore combines a treaty rate with visa-free board meetings in Kigali. Qatar adds a third link: Qatar Airways flies to Kigali from Doha.
DR Congo, Rwanda’s neighbour to the west across Lake Kivu, is on the list and is also a member of the East African Community. The border crossing at Rubavu faces the Congolese city of Goma.

Region
East African Community and the tourist visa
The EAC pass
Rwanda has been a member of the East African Community since 2007. Citizens of EAC partner states, including Kenya , Tanzania , Uganda and Burundi , receive a free six-month pass on arrival. For a company recruiting regional staff, or a distributor whose team covers Nairobi, Kampala and Kigali, that removes the visa question entirely for visits.
Work is a different matter. Regional nationals who take up employment in Rwanda still hold a permit; DGIE has specific classes for EAC and regional traders and artisans, set out on the permits page.
East Africa Tourist Visa
The East Africa Tourist Visa costs USD 100, allows multiple entries for up to 90 days and covers Rwanda, Uganda and Kenya. It is applied for online through Irembo before travel. It is a tourist visa, designed for visitors combining gorilla trekking in Volcanoes National Park with safaris in Kenya or Uganda.
A founder who adds a few days in Musanze or Akagera to a business trip may find it convenient. A business visit to Kigali on its own fits better with a standard visa on arrival or the fee waiver.

Find your entry route
Three questions. The answer is the route we would plan for, which we confirm against DGIE’s current rules before you book.
Applying in advance
The online visa through Irembo
A visa on arrival is the default, but anyone may apply in advance. Irembo, the portal for Rwandan government services, takes online visa applications, and Rwandan missions abroad also issue visas. The East Africa Tourist Visa is applied for on Irembo before travel.
Applying in advance has two practical advantages. Some airlines check visa status at check-in, and a printed approval settles the question at a European or Gulf airport before it is asked. And a traveller arriving on a late flight after a long connection spends less time at the counter.
What to have ready
- A passport with ample remaining validity and blank pages. We recommend at least six months beyond the trip, which is also the rule DGIE applies in several permit classes.
- A recent passport-style photograph in digital form.
- The flight details and the address of the hotel or host in Kigali, which uses district street codes such as KG, KN or KK.
- A payment card for the online fee, or US dollars for a fee paid on arrival.
After arrival
Visitors who need more time than their visa allows contact DGIE before it expires. A visitor who decides to stay and work applies for the permit that fits, and does not simply extend a visit.

The overnight flights from Europe land early in the morning. A first meeting at the bank the same afternoon is realistic; a signing that needs a clear head is better placed on day two. We plan the week with that in mind.
Planning a week
A business visit, day by day
What a first founder’s visit to Kigali usually covers, once the company has been registered remotely.
- Day 1
Arrival and settling
Visa on arrival, transfer from Kanombe, local SIM, a short meeting with the resident director.
- Day 2
The bank
Account opening meetings, with original passports and company documents. See the bank page for what is asked first.
- Day 3
RDB and premises
A meeting at RDB for registered investors; viewing offices or land, with the UPI checked in advance.
- Day 4–5
People and partners
Interviews with candidates, accountants and suppliers; signing employment contracts where permits will follow.
Time zones that work
Rwanda runs on Central Africa Time, UTC+2, all year. That is one hour ahead of Central European Time in winter and the same as Central European Summer Time. London is one or two hours behind, depending on the season. Moscow, at UTC+3, is one hour ahead of Kigali; Dubai and Abu Dhabi, at UTC+4, are two hours ahead. A Kigali company keeps office hours that overlap almost completely with Europe and largely with the Gulf.
Money
The currency is the Rwandan franc, RWF or FRW, called amafaranga (money; also francs) in everyday speech. The central bank requires domestic transactions to be priced and settled in francs. Visitors carry US dollars or euros for exchange and use cards widely in Kigali, but invoices from Rwandan suppliers will be in RWF.
Languages
Rwanda has four official languages: Kinyarwanda, English, French and Swahili. Business in Kigali is done mostly in English, with French common among older professionals and in some institutions. You will hear murakaza neza (welcome) on arrival.

Local rhythm
Umuganda and the last Saturday
Umuganda (monthly community work) takes place on the last Saturday of every month, in the morning, roughly from 8:00 to 11:00. Residents of each umudugudu (village) and akagari (cell) join in local work, from cleaning streets to building classrooms, followed by a community meeting.
For a visitor, the practical effect is simple. Most businesses close and traffic largely stops during those hours. Taxis and deliveries pause, and a meeting set for 9:00 on that Saturday will not happen.
We plan arrivals, deliveries and site visits around Umuganda, and we schedule founders’ trips so that the last Saturday of the month falls on a rest day or a weekend outside Kigali, perhaps at Lake Kivu in Rubavu or near Volcanoes National Park in Musanze.
Umuganda is one of several habits that show how Kigali works: public institutions sign imihigo (performance contracts) with annual targets, and public services are expected to meet them.
The most common scheduling mistake in a first trip is a Saturday morning flight on the last weekend of the month. The flight leaves, but getting to the airport during Umuganda can be slow. We check the calendar when we review the itinerary.

Questions
Before you fly
Do I need to apply for a visa before travelling?
No. Every nationality can obtain a visa on arrival. Applying in advance on Irembo is optional and can help if your airline checks visa status at check-in.
How much will my visa cost?
At most USD 50 for a single entry and USD 70 for multiple entries. Citizens of African Union, Commonwealth and Francophonie member states pay nothing for 30 days, EAC citizens receive a free six-month pass, and listed countries need no visa for 90 days.
Can I sign company documents in Kigali on a visitor visa?
Yes. Attending meetings, signing documents and opening a bank account are activities of a visit. Living in Rwanda or working for a Rwandan company requires a permit.
Do I need to visit Kigali to register a company?
No. Registration with the Office of the Registrar General is online, and documents can be signed and notarised or apostilled abroad. Most founders visit for the bank, premises and hiring.
Is the East Africa Tourist Visa suitable for business?
It is a tourist visa covering Rwanda, Uganda and Kenya for USD 100. For a business trip, the visa on arrival or the fee waiver usually fits better.
What should I avoid on the last Saturday of the month?
Morning meetings, deliveries and road journeys between about 8:00 and 11:00. Umuganda, the monthly community work, pauses most business and traffic.
Which airlines fly from Europe?
RwandAir flies nonstop from London Heathrow and Paris, Brussels Airlines from Brussels and KLM from Amsterdam. Turkish Airlines, Qatar Airways, Ethiopian Airlines and Kenya Airways connect through Istanbul, Doha, Addis Ababa and Nairobi.
Can my visa be extended?
Contact DGIE before the visa expires. Anyone planning to stay and work should apply for the right permit rather than extend a visit.
