Rwanda for Russian-speaking founders: banks, payments and documents in 2026
Founders from Russia, Kazakhstan, Belarus, Uzbekistan, Armenia and Georgia, and the Russian-speaking diaspora in Dubai, Limassol, Belgrade and Istanbul, ask us the same three questions about Rwanda. Will my documents be accepted? Can money actually reach a Rwandan bank? What do I owe my home country once the account exists? This article answers each one with the rules in force in October 2026: the apostille position country by country, the absence of tax treaties and what it costs, how Rwandan banks screen a CIS file, the lawful payment routes, Russian and Kazakh currency control, and the file that gets an account opened.
Key takeaways
- Every nationality gets a Rwandan visa on arrival. None of the CIS countries is on the 90-day visa-free list, but citizens of Armenia and Cyprus fall within the Francophonie and Commonwealth groups, whose 30-day visa fee is waived.
- Russia, Kazakhstan, Belarus, Uzbekistan, Armenia, Georgia, Türkiye, Cyprus and Serbia are all parties to the Apostille Convention, and none of them objected to Rwanda's accession. Germany is the only objector. An apostille from any of these countries works for Rwanda. The UAE is not a party, so Emirati documents still need legalisation.
- Rwanda has no tax treaty with Russia, Kazakhstan or any other CIS country. Dividends, interest, royalties and service fees paid to a shareholder there bear 15% Rwandan withholding. A Rwandan company owned through a UAE company pays 7.5% on dividends under the Rwanda–UAE treaty; through a Turkish company, 10%.
- Seven Russian banks were disconnected from SWIFT under Council Regulation (EU) 2022/345 from 12/03/2022, and three more, including Sberbank, in June 2022. Rwandan banks apply their own anti-money laundering law, Law N° 001/2025 of 22/01/2025, and their correspondent banks apply their own sanctions screening on top.
- A Russian tax resident who opens a Rwandan account must notify the Russian tax authority within one month and, unless an exemption applies, report movements on it by 1 June each year under Art. 12 of Federal Law N° 173-FZ.
- Without a treaty, Rwandan tax withheld from a Russian resident individual is not credited against Russian personal income tax (Art. 232(1) of the Tax Code). That single fact often decides the structure.

Who this article is for
We write for founders who think and negotiate in Russian, whatever passport they hold. Some live in Moscow, Almaty, Minsk, Tashkent, Yerevan or Tbilisi. Many moved after 2022 and now run their business from Dubai, Limassol, Belgrade or Istanbul, often holding a residence permit in one country, a passport of another and bank accounts in a third. For Rwanda, each of those three facts matters separately.
Nationality decides the visa and, through sanctions rules, how a bank reads the file. Residence decides where you pay tax and which currency control rules follow you. The country of the document decides whether an apostille works. A founder with a Russian passport, UAE residence and an Armenian company is three different cases at once, and a good Rwandan file treats them in that order.
The tone here is deliberately factual. Rwanda is a calm place to do business, its banks are regulated to international standards, and its rules are written down. What slows CIS files is rarely Rwanda. It is the paperwork at home and the payment route in between.
Entry: visa on arrival, and two fee waivers
Since 01/01/2018 citizens of all countries can obtain a visa on arrival in Rwanda without applying in advance. The fee is capped at USD 50 for a single entry and USD 70 for a multiple entry. A visa can also be requested in advance online through Irembo, the government services portal, and paid online or on arrival.
The Directorate General of Immigration and Emigration (DGIE) publishes a list of countries whose citizens receive a free 90-day visa on arrival. It covers mainly African states, plus Haiti, Indonesia, the Philippines, Saint Kitts and Nevis, Singapore and Qatar. None of the CIS countries, Türkiye, Serbia or the UAE is on it. Citizens of African Union, Commonwealth and Francophonie member countries receive a 30-day visa with the fee waived. Armenia and Cyprus are full members of the Francophonie, and Cyprus is also a Commonwealth member. Georgia is an observer and Serbia an associate member, and the DGIE text speaks of member countries, so we would not rely on a waiver for those passports.
Residence does not change this. A Russian citizen living in Dubai on a UAE residence visa enters Rwanda on the rules for Russian citizens. For longer stays and to run the company, the investor permit is the route; it is described on our permits page.

Bring printed copies of your hotel booking and return ticket, even with an Irembo approval on your phone. The visa is a formality; the delay, when there is one, comes from a passenger who cannot show where he is staying.
Documents
The apostille works for every country on this list
Rwanda acceded to the Hague Apostille Convention on 06/10/2023, and the Convention has applied to Rwanda since 05/06/2024. One state objected to the accession. It is not a CIS state.
| Country of the document | Convention status | In force since | Objection to Rwanda | Route for Rwanda |

| Russia | Succession | 31/05/1992 | None | Apostille |

Sources: HCCH, Apostille Convention status table (accessed October 2026); Dutch Treaty Database, Convention of 05/10/1961, list of objections (accessed October 2026): Germany's objection of 28/03/2024 is the only objection to Rwanda's accession, with no withdrawal recorded. Serbia's dates in the HCCH table are internally inconsistent, so we show only its status.
What the table means in practice
The Convention follows the document. A Russian notarial deed, a Kazakh register certificate or an Armenian court extract takes a single apostille from the competent authority of its own country and is then good in Kigali, subject to translation. The founder's passport and residence are irrelevant to this step. A Russian citizen resident in Germany who signs a power of attorney before a Moscow notary produces a Russian document, which can be apostilled. The same founder signing before a notary in Munich produces a German document, which cannot, because of Germany's objection. We explain that route in our article on German documents for Rwanda.
Uzbekistan's own accession drew objections from Austria, Germany and Greece (Belgium withdrew its objection in June 2025). Those objections concern Uzbek documents used in those states. They do not affect Uzbek documents sent to Rwanda.
The UAE is not a party to the Convention. A Dubai or Abu Dhabi company that will own the Rwandan company therefore goes through legalisation: attestation in the UAE, then legalisation by the Rwandan side. For many diaspora founders this is the slowest part of the file, and it is the reason we often recommend that the founder's personal documents come from the passport country, by apostille, while only the company documents follow the Emirati chain.
The Office of the Registrar General's published checklist still speaks of notarised documents. In practice the apostille has replaced embassy legalisation for Convention countries since June 2024, and we confirm the accepted form for each file before you order anything.

Russian documents
Who apostilles what in Russia
Russia splits the apostille between several authorities by document type. Sending a document to the wrong one is the commonest way to lose two weeks.
The authorities
Federal Law N° 330-FZ of 28/11/2015 governs apostilles on Russian official documents for use abroad, and Government Resolution N° 479 of 30/05/2016 allocates the work. The Ministry of Internal Affairs (MVD) apostilles certificates of no criminal record and its own archival documents. The Prosecutor General's Office apostilles prosecutors' documents. Rosarkhiv and regional archive bodies apostille archival copies. Regional authorities apostille civil status documents issued by the ZAGS (civil registry) and education documents. The Ministry of Justice and its regional main departments apostille every official document not assigned to another authority, which in practice includes notarial deeds, notarised copies and notarised translations.
Since January 2026 every regional main department of the Ministry of Justice has been connected to the electronic apostille service on Gosuslugi, for notarised documents in electronic form. Whether a printed electronic apostille is accepted in Kigali is something we confirm before you choose that route; the paper apostille remains the safe default.
The company documents
For a Russian company that will be a shareholder of the Rwandan isosiyete (company), the usual set is an extract from the Unified State Register of Legal Entities (vypiska iz EGRUL), the charter (ustav) and the decision or minutes approving the investment and naming the representative. The electronic EGRUL extract cannot be apostilled as it stands. A notary prints and certifies it, or certifies a copy of a paper extract, and the Ministry of Justice apostilles the notarial certificate.
Powers of attorney and director consents are signed before a Russian notary, who records the signatory's capacity. Under Art. 81 of the Fundamentals of Legislation of the Russian Federation on Notaries, a notary certifies a translation he makes himself, or certifies the signature of the translator. Either way the translation becomes a notarial document, and the Ministry of Justice can apostille it.

Translations: one sequence, agreed in advance
Rwanda's Registrar wants documents in English, or a certified English translation. A Russian document can be translated in two orders. Either the original is apostilled first, and the translation covers the apostille too and is notarised in Russia; or the translation is made in Kigali or by a sworn translator in another country from the apostilled original. Both work. What does not work is a translation that leaves out the apostille, the notary's certificate or the stamps on the back page. The translator must render every page.
For Kazakhstan, Belarus, Uzbekistan and Armenia the logic is the same, with the competent authority listed for each country in the HCCH table. Kazakh and Uzbek documents are often bilingual in the national language and Russian; the translator works from the full document, not only the Russian column. Georgian and Armenian documents frequently come with an English version from the issuing registry, which shortens the work but is still checked against the original.
Order a bilingual Russian and English power of attorney and decision from the start, with the English column drafted by us. The Russian notary certifies one document, the Ministry of Justice apostilles one document, and the Registrar in Kigali reads the English column without waiting for a translator.
Check the apostille itself before the courier leaves. A Russian apostille that names the wrong signatory, or sits on the translation instead of the notarial certificate, is valid in form and useless in Kigali, and it is rarely spotted until the Registrar's side reads it.
Tax
No treaty, 15%, and the credit question
Rwanda's treaty network is short. None of the CIS countries is in it. Two diaspora hubs are.
| Shareholder sits in | Treaty with Rwanda | Dividends | Interest | Royalties | Management fees |
|---|---|---|---|---|---|
| Russia | None | 15% | 15% | 15% | 15% |

| Türkiye | Yes | 10% | 10% | 10% | 10% |
| United Arab Emirates | Yes | 7.5% | 10% | 10% | 10% |
Sources: PwC Worldwide Tax Summaries, Rwanda, withholding taxes (reviewed 23/09/2026): non-treaty rate 15%; treaty table lists Türkiye and the UAE, and does not list Russia, Kazakhstan, Belarus, Uzbekistan, Armenia, Georgia, Cyprus or Serbia. Law N° 027/2022 of 20/10/2022 establishing taxes on income, as amended.
The Rwandan side
Rwanda's income tax law sets corporate income tax at 28% and withholds 15% on dividends, interest, royalties and service fees, including management and technical fees, paid to non-residents. The same 15% applies when a branch repatriates profit. The tax is remitted within 15 days after the end of the month of payment. With no treaty, a shareholder in Moscow or Almaty bears the full 15%.
A Rwandan company registered as an investor and qualifying as a pure holding or SPV pays 3% corporate income tax and applies 0% withholding to its payments, provided it meets the substance tests: net assets of at least USD 1 million, at least USD 15,000 of annual spending in Rwanda, a physical office and at least 30% Rwandan professional staff. This regime is for groups that really manage African investments from Kigali. For a single operating company it is not the relevant comparison.
The Russian side
Art. 232(1) of the Russian Tax Code allows a resident individual to credit foreign tax against Russian personal income tax only where a double tax treaty provides for it. Between Russia and Rwanda there is none. A Russian tax resident who owns a Rwandan company personally therefore pays 15% in Rwanda on the dividend and Russian personal income tax on the same dividend, without a credit.
That is a structural cost, and it is legal and predictable. Founders who are no longer Russian tax residents, because they spend most of the year in the UAE, Cyprus or Serbia, are in a different position, and their residence country's rules decide the second layer. We do not give Russian or Kazakh tax opinions in this article; we coordinate with your home-country adviser, and Voixa's founder works in Russian currency regulation and cross-border tax daily.

The UAE route, and its conditions
Many Russian-speaking founders already own a company in a UAE free zone or on the mainland. If that company owns the Rwandan subsidiary, the Rwanda–UAE treaty reduces dividend withholding to 7.5% and interest, royalties and management fees to 10%. PwC notes that treaty rates are subject to conditions. In practice the UAE company must be a resident of the UAE for treaty purposes, which is normally shown with a UAE tax residency certificate, and it must be the real recipient of the income with the means to own and manage the investment. A shelf company with no staff and no decisions taken in the UAE is a weak treaty claimant, and the Rwanda Revenue Authority can look through it.
The treaty saves 7.5 percentage points on Rwandan dividends. It does not by itself solve the second layer: what the UAE company does with the money and how the founder is taxed where he lives. We set out the structure, its substance and its documents in a separate article on the UAE holding for Rwanda, and the mechanics of getting profits out in profit repatriation from Rwanda.
Türkiye, for founders based in Istanbul
A Turkish company owning a Rwandan company pays 10% on dividends, interest, royalties and management fees under the treaty, again subject to its conditions. It is a sensible route for a founder who already runs a real business in Türkiye. Turkish corporate documents take a Turkish apostille, which works in Rwanda, and that makes the document side simpler than the UAE route.
Decide the shareholder before the first notary appointment. A founder who apostilles a full Russian company file and then decides that the UAE company should hold the shares has paid for documents he will not use, and the Emirati legalisation chain starts from zero.
Banks
What a Rwandan bank sees in a CIS file
The bank in Kigali applies Rwandan law. Its correspondent banks in New York, London, Frankfurt or Dubai apply theirs. A file must pass both.
SWIFT, as it stands
Council Regulation (EU) 2022/345 of 01/03/2022 prohibited the provision of specialised financial messaging services, in practice SWIFT, to seven Russian banks and their Russian subsidiaries from 12/03/2022: VTB Bank, Bank Otkritie, Novikombank, Promsvyazbank, Bank Rossiya, Sovcombank and VEB.RF. The sixth package of June 2022 extended the ban to Sberbank, Credit Bank of Moscow and the Russian Agricultural Bank, from 14/06/2022. Council Regulation (EU) 2022/398 applied the same restriction to three Belarusian banks from 20/03/2022, and the sixth package added the Belarusian Bank for Development and Reconstruction.
SWIFT is a Belgian company, which is why an EU regulation binds it worldwide. A Rwandan bank cannot receive a SWIFT payment from a bank that has no SWIFT access. That leaves Russian banks that remain connected, and accounts outside Russia. Even where a Russian bank is connected, the USD or EUR leg passes through correspondent banks that apply their own sanctions screening, and many decline Russian-origin payments as a matter of policy. The Rwandan side is rarely where a payment stops.
Rwanda's own rules
Rwandan banks are reporting entities under Law N° 001/2025 of 22/01/2025 on the prevention and punishment of money laundering, terrorist financing and the financing of proliferation of weapons of mass destruction, which succeeded Law N° 028/2023 of 19/05/2023. The 2023 law set the structure the 2025 law keeps: customer due diligence for all customers and specific measures for legal persons, a risk-based approach, identification of the beneficial owner, enhanced measures for politically exposed persons, record keeping, and targeted financial sanctions against designated persons. The National Bank of Rwanda (BNR) supervises banks, publishes AML/CFT guidelines for regulated institutions (October 2023) and sets administrative sanctions for non-compliance.
The Financial Intelligence Centre (FIC), governed by Law N° 045/2021 of 18/08/2021 as amended by Law N° 002/2025 of 22/01/2025, receives suspicious transaction reports. In October 2025 it published a domestic list of designated persons. Reporting entities must screen clients against it before entering a business relationship, freeze any assets of a listed person without notice and report to the FIC. Breaches of Arts. 59 and 60 of the 2025 law carry three to five years' imprisonment and fines of RWF 3 million to RWF 5 million.
Rwanda is not a party to the EU, UK or US sanctions regimes, and Rwandan law does not make Russian nationality a ground for refusal. In practice a Rwandan bank still screens against the major international lists, because its correspondent relationships depend on it. A clean Russian, Kazakh or Belarusian file opens accounts in Kigali. A file with a listed bank, a listed person or a vague source of money does not, anywhere.

The first question a Kigali bank asks a CIS founder is where the share capital will come from, and from whose account. Answer it in the first email with a bank statement in the investor's own name. A file that arrives with that page already in it moves at the speed of a European file.
Payments
Lawful ways to move money into Kigali
The aim is a payment that every bank in the chain can explain to its regulator. Speed follows from that.
| Paying from | What usually works | What the Rwandan bank asks | Home-country step |
|---|---|---|---|
| Russia→Rwanda | A Russian bank still connected to SWIFT, where a correspondent accepts the payment; often slow or refused on the USD and EUR legs | Statement in the investor's name, source of the funds, purpose of payment | Currency control rules for residents; the Bank of Russia's monthly cap for citizens was lifted from 08/12/2025 |
| Kazakhstan→Rwanda | SWIFT in USD from a Kazakh bank | Statement, origin of funds, currency contract registration where it applies | National Bank of Kazakhstan registration above USD 500,000 |
| United Arab Emirates→Rwanda | SWIFT in USD or AED from the UAE company's or founder's account | Trade licence, accounts and bank letter; for a founder, proof of how the UAE balance was built | Russian residents notify and report the UAE account |
| Türkiye→Rwanda | SWIFT in USD or EUR from a Turkish account | Statement, Turkish company documents where a company pays | As for the UAE |
| Cyprus, Serbia, Armenia, Georgia | SWIFT from a local account in the investor's name | Statement, source of funds, residence documents | As for the UAE; EU deposit limits in Cyprus |

The third-country account
Most Russian-speaking founders who invest in Rwanda pay from an account outside Russia: in the UAE, Kazakhstan, Armenia, Georgia, Türkiye, Serbia or Cyprus. That is lawful when three conditions hold. The account is in the investor's own name, or the name of the investing company. The money in it has a traceable origin: salary, dividends, the sale of a business or property, savings moved under the rules of the home country. And the account itself is declared where the law requires it, which for a Russian resident means the notification and reporting described below.
What does not work is a payment from a third party's account, a payment split across several senders to stay under a threshold, or an exchange through an unlicensed intermediary. Any of these turns a clean investment into a suspicious transaction under Rwandan law, and the bank in Kigali is obliged to treat it as one. We do not structure payments to avoid sanctions or reporting, and we decline files that ask for it.
Cyprus and the EU deposit limit
For founders holding money in Cyprus, Art. 5b of Council Regulation (EU) N° 833/2014 prohibits EU banks from accepting deposits above EUR 100,000 per credit institution from Russian nationals, natural persons residing in Russia and Russian entities. Nationals of an EU or EEA state or Switzerland, and holders of a temporary or permanent residence permit in one of those states, are outside the restriction. A Russian founder with Cypriot residence can therefore usually bank normally in Limassol, and that residence permit belongs in the Rwandan bank file, because it explains why the money is in an EU bank.
Inside Rwanda: the franc rule
Once the money arrives, BNR Regulation 42/2022 on foreign exchange operations, amended by Regulation 89/2025 of 30/05/2025, applies. Domestic transactions between residents are in Rwandan francs; foreign currency accounts, cross-border payments and capital inflows are allowed through authorised channels. Your company can hold a USD account for imports and exports, and its konti ya banki (bank account) in RWF for local suppliers, salaries and umusoro (tax). The detail is on our bank account page.

Pay the share capital in one transfer, from one account, in the investor's name, with a payment reference that names the Rwandan company and says "share capital". Every split transfer, intermediary or vague reference becomes a question the compliance officer must close before the account is used.
Home-country rules
What Russia and Kazakhstan expect from you
A Rwandan account is a foreign account for your home country. The obligations are modest and well defined, and the fines for missing them are not worth the risk.
Russian currency control for residents
Federal Law N° 173-FZ of 10/12/2003 on currency regulation and currency control treats Russian citizens as residents for its purposes, with exceptions for those living permanently abroad. Art. 12 requires a resident to notify the tax authority of the opening or closing of an account with a bank abroad, or a change of its details, within one month. It also requires an annual report on the movement of funds on the account, due by 1 June of the following year. For 2025 the reports were due by 1 June 2026.
The Federal Tax Service lists two main exemptions from the annual report. Individuals who spent more than 183 days abroad in the reporting year do not file it. And for accounts in EAEU member states or in countries that take part in automatic exchange of financial account information with Russia, no report is needed if the year's credits or debits did not exceed RUB 600,000, or if there were no movements and the year-end balance did not exceed RUB 600,000. Rwanda is not an EAEU member; whether the exchange exemption applies depends on the list of exchange jurisdictions for the reporting year, which we check with you.
Art. 12 also lists which receipts a resident may credit to a foreign account. The list has been widened several times, and we check the current text for the specific payment before money goes in.
Repatriation and transfer limits
Art. 19 of the same law obliges residents to repatriate currency due under foreign trade contracts and under loans granted to non-residents. Presidential decrees since 2022 have changed how this applies to particular contracts, so a Russian company that will sell to or lend to its Rwandan subsidiary checks the current position before signing. A shareholder's dividend is a different question from trade proceeds, and we confirm the treatment for your structure.
From 2022 the Bank of Russia limited transfers abroad by individuals, most recently to USD 1 million or equivalent per month. On 05/12/2025 it lifted its limits on foreign currency transfers abroad for Russian citizens and for non-resident individuals from friendly countries, with effect from 08/12/2025. Restrictions remain for non-residents from unfriendly countries, and the Bank of Russia has extended them to 07/12/2026. A Russian citizen moving his own money to Kigali is therefore no longer bound by a monthly cap. The bank's currency control checks and the Art. 12 rules on foreign accounts still apply. We check the decisions in force before any capital transfer.
Government Order N° 430-r of 05/03/2022 sets out the list of foreign states whose dealings with Russian residents are subject to additional restrictions. It includes all EU member states, and therefore Cyprus, and Singapore. Rwanda, the UAE, Türkiye, Kazakhstan, Armenia, Georgia and Serbia are not on it. A Russian company investing through a Cypriot holding should have that analysed before the structure is built.

Kazakhstan, in brief
Kazakhstan's currency regime is set by the Law on currency regulation and currency control and the National Bank's rules. A resident individual or legal entity that concludes a capital movement contract above USD 500,000 or equivalent, or a contract without a stated amount, applies to the National Bank for an account number for the contract before making any payment under it. Capital movements include investments, loans, securities and gratuitous transfers. Registration takes up to five working days, the servicing bank will not process the payment without it, and reports follow on the National Bank's forms. Legal entities also register the opening of accounts in foreign banks. Late applications and reports lead to a warning, then fines for repeat breaches.
A Kazakh founder who funds a Rwandan company with more than USD 500,000 therefore registers the subscription or loan agreement in Almaty or Astana first. Below the threshold most capital operations go through without registration, subject to the bank's own currency control checks.

File the Russian notification of the Rwandan account in the same week the account opens, and keep the Gosuslugi or tax office receipt with the company file. Founders who forget it usually remember only when the Rwandan bank, or the next bank, asks how the account is declared at home.
The bank-ready file
Source of funds, written down
Source of funds is the one part of the file only you can produce. It decides the pace more than any other document.
A Rwandan bank asks two related questions. Source of funds means where the money for this payment comes from. Source of wealth means how the person came to have money at all. For a European founder with a salary history, both are answered by a few statements. For a CIS founder who sold a business in 2022, moved to Dubai and kept savings in three countries, they need a short written narrative with documents for each step.
The narrative is one or two pages in English. It names the activity that produced the money, the years, the approximate amounts and the accounts it passed through, and it attaches evidence for each link: a share sale agreement and the bank credit, dividend resolutions and tax returns, a property sale contract, employment contracts and salary statements. Where the money crossed a border, the transfer confirmation goes in. Where a Russian or Kazakh rule required a notification or report, the receipt goes in too. Documents in Russian are translated; the bank reads English.
The ownership chart sits next to it. Rwanda's companies law requires every shareholder to declare its beneficial owners, at a 25% threshold, and the bank applies its own beneficial ownership test. Every company between you and the Rwandan company appears on the chart with its country, registration number and percentage.
Write the source of funds narrative once, properly, and reuse it. The same two pages serve the Rwandan bank, the investor permit file, your next bank in Dubai and your accountant at home, and a story that is told the same way every time is the one compliance officers believe.

Which structure for a CIS founder

Getting there
Via Dubai, Doha or Istanbul
There are no direct flights between Kigali and the CIS. The Gulf and Istanbul hubs most Russian-speaking founders already use connect to Kigali.
| Hub | Airline to Kigali | Frequency | Note |
|---|---|---|---|
| Dubai (DXB) | RwandAir | 5 per week | Non-stop |
| Doha (DOH) | Qatar Airways, RwandAir | Daily | Non-stop |
| Istanbul | Turkish Airlines | Scheduled | Routed via Entebbe (Kampala) |
| Addis Ababa (ADD) | Ethiopian Airlines | 3 per day | Useful for connections from the Gulf and Asia |
| Nairobi (NBO) | Kenya Airways, RwandAir | Several daily | Regional hub |

Kigali is on Central Africa Time, UTC+2 all year. That is one hour behind Moscow and Istanbul, two hours behind Dubai, and three hours behind Almaty in winter and summer alike. A morning call from Kigali fits a working day in all of them. The city is divided into three districts. Each akarere (district) is subdivided into the umurenge (sector) and the akagari (cell), and the registered address of your company will name all three.
When you plan a trip to sign at the bank, avoid the last Saturday morning of the month. During umuganda (monthly community work) most businesses and traffic pause until late morning. On arrival you will see murakaza neza (welcome) on the signs; the money in your new account is amafaranga (money; also francs).
Sources: time zones are well established (Kigali UTC+2; Moscow and Istanbul UTC+3; Dubai UTC+4; Almaty UTC+5 since 01/03/2024 under Kazakhstan's move to a single time zone).

Questions
What Russian-speaking founders ask
Can a Russian citizen open a company and a bank account in Rwanda?
Yes. Rwandan company law and banking law contain no rule against Russian shareholders. The bank applies due diligence under Law N° 001/2025, screens against sanctions lists and asks for source of funds. A file with a traceable source and a paying account outside sanctioned banks is handled like any other.
Do I need a visa?
Yes, but it is issued on arrival for every nationality, at no more than USD 50 for a single entry. Citizens of Armenia and Cyprus fall within the fee-waived Francophonie and Commonwealth groups. You can also apply in advance through Irembo.
Is a Russian apostille accepted in Rwanda?
Yes. Russia is a party to the Apostille Convention and did not object to Rwanda's accession. Notarial deeds and notarised copies are apostilled by the Ministry of Justice; certificates of no criminal record by the MVD. We confirm the accepted form for each file with the Registrar.
My company is in Dubai. Is that simpler?
For tax, often yes: the treaty sets 7.5% on dividends if the UAE company qualifies. For documents, no: the UAE is not a party to the Apostille Convention, so the UAE company's documents need legalisation, which takes longer than an apostille.
Is there a tax treaty between Rwanda and Russia or Kazakhstan?
No. Rwanda withholds 15% on dividends, interest, royalties and service fees paid to shareholders in those countries. For a Russian resident individual, Art. 232(1) of the Tax Code gives no credit for that tax without a treaty.
Can I pay the share capital from a Russian bank?
Sometimes, from a bank that is still connected to SWIFT and whose correspondent accepts the payment. In practice most founders pay from an account in their own name in the UAE, Kazakhstan, Armenia, Georgia, Türkiye or Cyprus. The account must be declared at home where the law requires it.
Do I have to tell the Russian tax office about my Rwandan account?
If you are a Russian currency resident, yes: within one month of opening, under Art. 12 of Law N° 173-FZ, and in an annual report by 1 June unless an exemption applies, such as spending more than 183 days abroad in the year.
Kazakhstan: do I need to register anything before investing?
If the capital movement contract exceeds USD 500,000 or has no stated amount, you apply to the National Bank of Kazakhstan for an account number before paying. Registration takes up to five working days.
Can you act as nominee director or shareholder?
No. We do not provide nominee directors or nominee shareholders. Every private company needs a director resident in Rwanda, and we explain the lawful ways to meet that rule on our private company page.
Can I get advice in Russian?
Yes. Our founder and team work in Russian as well as English, German and Spanish, and Russian documents are read in the original before translation.
Next step
We build the file from both ends
Voixa's founder has worked with Russian and CIS clients on cross-border structures since founding BCA Unternehmensberatung in 2011, and Russian currency regulation is part of his daily practice. For a Russian-speaking founder we decide the shareholder and the payment route first, draft bilingual Russian and English powers of attorney and decisions, tell you which authority apostilles each document, order the translations, write the source of funds narrative with you, and match the file to the bank in Kigali that handles it best. Our licensed partners in Kigali file the registration and accompany the bank opening.
The bank side is set out on our bank account page and the country-by-country document list on the documents page. Our fees are fixed and quoted in writing; the pricing page explains how we scope a file. To start, send us your nationality, residence, ownership chart and the account you plan to pay from through the contact page.
