Rwanda, explained with sources
Guides, figures and free tools for founders who want to set up in Rwanda. Every number carries its source and date, every law its number, and every Kinyarwanda term its translation.
Growth, governance, access and markets: the numbers behind the reputation, the constraints that come with them, and what both mean for a company you run from Europe, the Gulf or the CIS.
Reading by origin
Where you start changes what to read first
The Rwandan procedure is the same for everyone. Certification of your documents, treaty rates and your home country’s rules are not.
| Founder based in | Read first | Why |
|---|---|---|
| Germany | Documents required | Germany objected to Rwanda’s accession to the Apostille Convention, so German documents are legalised through the Rwandan embassy. |
| Spain, France, Italy | VAT & withholding tax | No tax treaty with Rwanda: dividends leave at the 15% domestic rate. Documents travel with an apostille. |
| United Arab Emirates | Holding & KIFC structures | Treaty rate of 7.5% on dividends; the UAE is not an Apostille party, so documents follow the legalisation chain. |
| Luxembourg, Mauritius | Holding & KIFC structures | Treaty rates of 10% on dividends and established holding practice. |
| Russia, Kazakhstan | Corporate bank account | No tax treaty; the bank file and the payment route need planning before the company is formed. |
| United Kingdom | Entering Rwanda | Commonwealth members get the visa-on-arrival fee waived for 30 days; RwandAir flies direct from Heathrow. |

How we write these guides
What every guide does
- Names the law by number and date
- Gives a source and a date for every figure
- Translates every Kinyarwanda term at first use
- States constraints as plainly as advantages
What no guide does
- Invent clients, cases or success rates
- Quote our fees as public prices
- State a rule we could not verify
- Replace advice on your own situation
Guides are reviewed when a law, a ministerial order or a published rate changes. The review date sits at the top of every page.
