Taxes in Rwanda explained: one overview for foreign business owners

Rwanda has one national tax authority, one income tax law and a monthly filing rhythm that ends on the 15th. Around that core sit VAT, withholding tax, social security, district taxes, excise, customs and a handful of newer levies. This overview puts every tax a foreign-owned company meets on one page, with the rate, the law, who collects it and when it is due. Each section routes to the detailed page on our site, and a worked example shows what a small Kigali company with a foreign shareholder pays in a year.

Key takeaways

  1. Company profits are taxed at 28% under Law N° 027/2022. Registered investors can reach 15%, 3% or 0%, but only through an investment certificate and facts the RRA can check.
  2. VAT is 18%. Registration is compulsory at RWF 20 million of turnover a year or RWF 5 million in a quarter, within 7 days of crossing the threshold.
  3. Payments abroad bear 15% withholding tax unless one of the 13 treaties in force lowers it. Germany, the Netherlands, the UK and Russia have no treaty, and the France treaty of 2023 is not yet in force.
  4. Payroll costs the employer about 8.3% on top of gross pay in 2026, and the pension share rises every January from 2027 to 2030.
  5. The Rwanda Revenue Authority (RRA) collects national taxes, customs and, on behalf of districts, the local taxes. RSSB runs social security.
  6. Almost every monthly filing is due by the 15th of the following month. The corporate tax return is due within 3 months of year-end.
  7. The 2026/27 budget announced directions, not new rates. We apply each measure once its law or order is published.

The system in a few paragraphs

Rwanda runs a compact tax system. Income tax, for companies and individuals, sits in a single statute: Law N° 027/2022 of 20/10/2022 establishing taxes on income. VAT has its own law, Law N° 049/2023 of 05/09/2023. Excise duty has another, Law N° 050/2023 of 05/09/2023. The rules on how taxes are declared, assessed, audited and penalised are in Law N° 020/2023 of 31/03/2023 on tax procedures. Local taxes for districts are governed by Law N° 048/2023 of 05/09/2023 determining the sources of revenue and property of decentralised entities.

In 2025 a package of amending laws, all dated 27/05/2025, raised capital gains tax, broadened VAT, added excise lines and introduced a tourism levy and an environmental levy. In April 2026 two ministerial orders rewrote transfer pricing and brought foreign digital services into VAT. The picture in this article reflects all of them as of October 2026.

The word you will see on every notice is umusoro (tax). Most forms and portals also work in English, and our licensed partners in Kigali submit declarations through the RRA's online systems on your company's behalf.

Three features matter most to a founder coming from Europe or the Gulf. First, the rhythm is monthly. Payroll tax, social security, withholding tax and, for larger companies, VAT are all due by the 15th of the following month. Second, invoicing is electronic and certified: a sale is evidenced by an invoice from the RRA's electronic billing system, known as EBM. Third, the incentive rates are real but conditional. They follow from investment registration with the Rwanda Development Board (RDB) and from substance in Rwanda, and the RRA checks them.

Who collects what

Three institutions touch a company's tax position. Knowing which one owns a payment saves time when something goes wrong.

Rwanda Revenue Authority

The RRA administers corporate and personal income tax, PAYE, withholding tax, VAT, excise duty and customs. It also collects the local government taxes, such as immovable property tax, trading licence tax and rental income tax, "on behalf of the District authorities", in the RRA's own words. Declarations go through the E-Tax platform, reached through MyRRA, using the company's tax identification number (TIN). The TIN is issued with company registration at the Office of the Registrar General.

Districts

Each akarere (district) is the beneficiary of local taxes on property, trading and rent within its area. In Kigali that means Gasabo, Kicukiro or Nyarugenge, depending on where your office or property sits. Districts also charge fees for administrative services. Local matters are often handled at the umurenge (sector) office.

Rwanda Social Security Board

RSSB runs the pension, occupational hazards and maternity schemes and community-based health insurance (CBHI). RSSB registration is issued with company registration. The RRA offers a unified payroll declaration that combines PAYE with the RSSB contributions in one return, except the voluntary pension scheme. We use it for new companies.

When a letter arrives, check the logo and the tax type before you reply. A district property notice, an RRA VAT query and an RSSB enrolment reminder look alike to a newcomer, and each goes to a different desk with a different deadline.

Income tax

Corporate tax, incentives and capital gains

The short version of our corporate tax page, which has the deductions, the loss rules and a dividend calculator.

A Rwandan company pays corporate income tax at 28% on its taxable profit. The rate came down from 30% under Law N° 051/2023 of 05/09/2023, gazetted on 14/09/2023. A branch of a foreign company pays the same 28% on the profit attributable to it. There are no local or regional income taxes, so a company in Kigali and one in Rubavu pay the same rate.

The incentive ladder

Lower rates come from the investment code, Law N° 006/2021 of 05/02/2021, and only for companies registered as investors with RDB. The icyemezo cy'ishoramari (investment certificate) has no minimum capital, costs USD 500, is decided within 2 working days (Art. 18) and is valid for 5 years (Art. 19). With it, the ladder is:

  • 15% for registered investors in energy, transport, ICT, financial services and manufacturing, and for exporters with at least 50% of turnover from exports of goods or services produced in Rwanda. Low-cost housing, research and development, e-mobility, and adventure and agri-tourism qualify only where the criteria set in other laws are met.
  • 25% for exporters with 30% to 50% of turnover from exports, as described by the RRA. The rate is time-limited and the export share is tested each year.
  • 3% for pure holdings, SPVs, collective investment schemes, foreign-sourced trading and IP income, with 0% withholding on their distributions. Holdings and SPVs need net assets of at least USD 1 million, annual spending in Rwanda of at least USD 15,000, a physical office and at least 30% Rwandan professional staff.
  • 0% for regional offices of international companies, where RDB looks for USD 10 million invested, and for philanthropic investors.
  • Tax holidays of 7 years for at least USD 50 million invested with at least 30% equity in listed sectors, and 5 years for microfinance institutions and park developers.

Registered investors also benefit from 50% accelerated depreciation in the first year on qualifying assets and from an exemption from capital gains tax.

Small and micro businesses

A business with turnover between RWF 12 million and RWF 20 million may pay 3% of turnover. Below RWF 12 million a flat amount between RWF 60,000 and RWF 300,000 applies. Most foreign-owned companies pass these thresholds quickly, so we plan on the standard regime.

Capital gains

Capital gains tax rose from 5% to 10% under Law N° 014/2025 of 27/05/2025, effective 29/05/2025. It now covers debt instruments and options as well as shares, and it reaches indirect transfers: a sale abroad of a foreign holding that owns a Rwandan company can be taxed in Rwanda. Listed shares and qualifying restructurings are exempt. PwC reports a 30% rate on gains from commercial immovable property. The return is due within 15 days after the month of the transaction.

Paying and filing

Advance corporate tax is paid in three instalments at months 6, 9 and 12: 30 June, 30 September and 31 December for a calendar year. Each is based on the previous year's tax, scaled by the current quarter's turnover, less withholding tax suffered. The annual return follows within 3 months of year-end, with audited financial statements and transfer pricing documentation. We confirm whether your company also needs a statutory audit under company law. Losses carry forward for five tax periods, with no carry-back.

Register the investment before the first profitable year. A company that applies for a certificate after the books show a profit has paid 28% for that year, and nothing in the investment law refunds it.

Tax residence and permanent establishment

Most foreign owners ask two questions early. When is my Rwandan company, or my foreign company, taxable in Rwanda? And when am I, personally, a Rwandan taxpayer?

Companies

A company incorporated in Rwanda is resident and taxed on its worldwide income. A company incorporated abroad also becomes resident if its place of effective management is in Rwanda at any time in the tax period. The law deems that to be the case if day-to-day management happens in Rwanda, if shareholder meetings are held there, if the books are kept there, or if the main shareholders or directors are Rwandan residents. A foreign holding whose board meets in Kigali can become a Rwandan taxpayer without anyone deciding it.

A non-resident company is taxed on Rwandan-source income and on the profit of a permanent establishment. The definition follows the OECD model: a place of management, a branch, a factory or workshop, a construction or assembly site, and services, including consulting, provided through personnel present for more than 90 days in a 12-month period. Preparatory and auxiliary activities do not create one. A dependent agent who concludes contracts can.

Individuals

An individual is resident in Rwanda for tax if any one of these applies: a permanent residence in Rwanda; a habitual abode in Rwanda; being a Rwandan representing Rwanda abroad; presence of more than 183 days in any 12-month period, continuously or intermittently; or, for a person present in the tax period, presence averaging more than 122 days in each of the two preceding tax periods. PwC notes that the law does not define habitual abode.

The 122-day test catches founders who split their time. Three to four months a year in Kigali, repeated, is enough. Residence in Rwanda does not end residence at home, and a treaty decides only where one exists. For Germany, the UK or Russia there is none, and the France treaty of 2023 is not yet in force, so both countries may treat you as resident. We look at the calendar before the second year, not after it.

Foreign experts who relocate to work for a KIFC-licensed entity can receive 5 years of personal income tax exemption on foreign-source income. The detail is on our holdings and KIFC page.

VAT and withholding

The two taxes you meet every month

Summarised from our VAT and withholding tax page, which has every exemption, every withholding case and a route finder.

VAT at 18%

VAT is charged at 18% on supplies of goods and services in Rwanda and on imports. Exports of goods and services are zero-rated, which keeps the right to recover input VAT. Exempt supplies, such as financial services, health, education and residential leases, carry no VAT and no recovery.

Registration is compulsory once taxable turnover reaches RWF 20 million in a year or RWF 5 million in a calendar quarter. You register within 7 days after the end of the period in which you crossed it. Voluntary registration is possible earlier. Returns are monthly by the 15th, or quarterly where annual turnover is RWF 200 million or less.

Every sale is invoiced through the RRA's electronic billing system. Input VAT can be claimed only within 12 months, and only if the supplier's VAT has been paid. 40% of VAT on mixed business and personal costs is not recoverable.

Withholding tax at 15%

A Rwandan company withholds 15% on dividends, interest, royalties, service fees including management and technical fees, and branch profits repatriated. A 5% rate applies to imports, to listed securities paid to residents or EAC recipients, and to treasury bonds of 3 years or more. Board allowances bear 30%, and gaming winnings 25%.

The tax is remitted within 15 days after the end of the month of payment. Dividends between Rwandan resident companies are exempt. A treaty can lower the rate for a foreign recipient that holds a tax residence certificate and is the beneficial owner.

Management, technical and royalty fees paid to related non-residents are deductible only up to 2% of turnover. That cap matters as much as the withholding rate when a group recharges head-office costs.

South Africa's treaty allows 20% on smaller holdings, above the domestic 15%, so 15% applies. Treaties with Qatar, the DR Congo, Congo-Brazzaville, Angola, Benin, Nigeria, Hong Kong SAR (ratified February 2026) and Botswana (ratified July 2026) are ratified by Rwanda but not confirmed in force, France and Oman have signed, and the EAC agreement is not in force. Payments to those countries bear 15% until the treaty applies.

Three points follow. Treaties cap interest and royalties at 8% to 10% almost everywhere, so the choice of treaty matters most for dividends and fees. Several of Europe's largest economies, including Germany Germany, Netherlands the Netherlands and United Kingdom the United Kingdom, are absent, France France's treaty is signed but not in force, as are Russia Russia and the EAC neighbours Kenya Kenya, Uganda Uganda and Tanzania Tanzania. Payments to them bear the domestic 15%. A qualifying 3% holding pays 0% withholding on its distributions under the investment law, whatever the treaty position of the recipient.

Ask for the recipient's tax residence certificate before the first payment, dated for the year of payment. The withholding declaration needs it, and an RRA audit can look five years back for the paper that justified a lower rate.

In 2026 the employer pays 8.3% on top of gross salary: 6% pension, 2% occupational hazards and 0.3% maternity. From January 2027 that becomes 9.3%, and by 2030 it reaches 12.3%. A founder writing a five-year plan should build the steps in now, because they apply to every salary on the payroll. A salary of RWF 1,000,000 a month costs RWF 1,083,000 in 2026 and RWF 1,093,000 in 2027, as our payroll page shows line by line.

A director who receives fees and is not employed is paid under different rules from an employee. Withholding tax may apply instead of PAYE, and board allowances bear 30%. We look at the role, the residence and the treaty position before the first payment.

Local and sector taxes

District taxes, tourism, excise and customs

The taxes outside the monthly cycle. Most companies meet one or two of them; a manufacturer, an importer or a lodge meets several.

Trading licence tax

Every business pays an annual trading licence tax to the district where it operates. The amount follows the turnover last approved by the RRA, in bands set by Law N° 048/2023 of 05/09/2023. The declaration and payment are due by 31 January of the year concerned. A business that starts during the year pays for the remaining months, including the month it starts.

Immovable property tax

Owners of buildings and plots pay an annual tax on market value: 0.5% for residential property, with lower rates of 0.25% for three-storey and 0.1% for taller residential buildings; 0.3% for commercial property; and 0.1% for industrial property and micro and small businesses. Vacant land is taxed per square metre, from RWF 0 to RWF 80, with a 100% surcharge on undeveloped plots. The value is declared in five-year cycles: the first by 31 December of the first tax period, later ones by 31 December of the cycle's final year. Land parcels are identified by their UPI (Unique Parcel Identifier), which appears on the declaration.

When commercial immovable property is sold, a transfer tax of 2% applies if the seller is registered and 2.5% if not, on the price above the first RWF 5 million. Rwanda has no stamp duty.

Rental income tax

Individuals who let property pay rental income tax to the district: 0% on annual rental income up to RWF 180,000, 20% from RWF 180,001 to RWF 1,000,000 and 30% above. Half of gross rent is deducted as maintenance costs, and proven bank interest on a loan for the property can be deducted on top. The return is due by 31 January. A company that lets property is taxed on the rent under corporate income tax instead.

Tourism tax

Since 2025 accommodation in Rwanda carries a tourism tax of 3% of the room price excluding VAT, under Law N° 015/2025 of 27/05/2025. It applies to hotels, motels, lodges, guest houses and apartments and is declared within 15 days after the end of each month. A lodge near Volcanoes National Park or a guest house in Rubavu adds it to the monthly file beside VAT and PAYE. We confirm the collecting channel when we register the property.

Excise duty

Excise is set by Law N° 050/2023 of 05/09/2023 establishing the excise duty, with lines added by Law N° 011/2025 of 27/05/2025. Rates are by product. Examples from PwC's table: juice from natural fruit 10%; soda and non-natural juices 39%; beer 40% to 65%; wine and spirits 40% to 70%; cigarettes 36% of retail price plus RWF 230 per pack of 20; cosmetics and beauty products 15%; vehicles 5% to 15% by engine size or age; telephone communication 14% from June 2026 and 15% from June 2027. A 15% excise on amounts or commissions charged on financial transactions applies from 01/07/2027. Local manufacturers declare and pay within 5 days after each month; importers pay with customs duties. Since February 2026 excisable products such as soft drinks, alcohol, juices and cigarettes need tax stamps before they leave the factory or customs.

Customs duty and import levies

Rwanda applies the EAC Common External Tariff: 0% on raw materials and capital goods, 10% on intermediate goods, 25% on finished goods and 35% on sensitive goods. On top come a 1.5% infrastructure development levy and a 0.2% African Union levy on imports that are not exempt, and a 0.2% quality inspection fee on all imports, exempt ones included. Since 2025 an environmental levy of 0.2% of customs value applies to listed plastic-packaged imports (Law N° 010/2025 of 27/05/2025). Import VAT at 18% and 5% withholding tax are collected at the same time. Fuel carries a road maintenance levy of 15% of customs value (Law N° 013/2025) and a strategic petroleum reserves levy of RWF 50 per litre (Law N° 012/2025). Since August 2026 a VAT deferral facility applies to qualifying capital goods in Chapters 84 and 85 of the tariff.

Digital services

Two measures apply to the digital economy. Foreign suppliers of online goods and services to customers in Rwanda have been inside VAT at 18% since the end of July 2026, under Ministerial Order N° 004/26/10/TC of 29/04/2026. They register or appoint a representative; otherwise the bank, mobile money provider or payment gateway withholds the VAT. Separately, Law N° 014/2025 introduced a 1.5% digital services tax on non-resident providers with a substantial presence. It applies once a ministerial order sets the criteria, and PwC reported it as still pending in September 2026.

What is changing

The 2026/27 budget and the latest measures

We separate what is law from what was announced.

The budget, as announced

The Minister of Finance and Economic Planning, Yusuf Murangwa, presented the 2026/27 budget on 11/06/2026. PwC's budget bulletin puts it at RWF 7,796.3 billion, 12.1% above the revised 2025/26 budget of RWF 6,952.1 billion, with tax revenue of RWF 4,429.1 billion.

On tax, the budget set directions without new rates. KPMG summarised the proposals on 26/06/2026: wider use of electronic billing machines to narrow the VAT gap; better import valuation and classification at customs; gradual alignment with the EAC Common External Tariff, including restoring tariff rates on selected imports; and, under the Medium-Term Revenue Strategy, extending VAT to ICT, fuel and online goods and services, new taxes on the digital economy and on tourism, adjustments to selected excise and income tax rates, and a rationalisation of exemptions. PwC's bulletin adds data integration with banks, AI-based audit risk assessment, stronger transfer pricing enforcement and a wider treaty network.

Several of these directions repeat measures already in law since 2025, such as VAT on ICT equipment, the tourism tax and the digital services tax. None of the remaining proposals had a published rate when we reviewed this page. We apply each measure once its law or order is published, and we do not model announced but unlegislated rates into a client's budget.

Already in force in 2026

  • Transfer pricing. Ministerial Order N° 003/26/10/TC of 29/04/2026 lowered the low-tax trigger from 20% to 15% and introduced advance pricing agreements. Since April 2026 the documentation is uploaded on eTax as an annex to the CIT return.
  • VAT on foreign digital services. Ministerial Order N° 004/26/10/TC of 29/04/2026, effective from the end of July 2026.
  • Tax stamps. Commissioner General directives of February 2026 on excisable products.
  • VAT deferral. Guidelines of August 2026 for capital goods in Chapters 84 and 85: existing businesses need at least 90% of turnover from taxable supplies, or 80% for exporters.
  • Treaties. Ratification of the treaties with Hong Kong SAR (February 2026) and Botswana (July 2026).
  • Simplified accounting. An April 2026 ministerial order sets a simplified accounting method for small businesses that choose to pay tax on actual profits.

Scheduled

  • RSSB pension to 7% + 7% on 01/01/2027, then 8%, 9% and 10% each in 2028, 2029 and 2030.
  • Excise on telephone communication to 15% from June 2027.
  • 15% excise on financial transaction charges from 01/07/2027.
  • VAT exemption for fully electric vehicles and charging equipment until 30/06/2028.

Penalties

What lateness and mistakes cost

Penalties, fines and interest are set by Law N° 020/2023 of 31/03/2023 on tax procedures, which replaced Law N° 026/2019 of 18/09/2019. We state here only the figures we have verified in the text or in a reliable summary of it.

  • Late declarations. Fines apply to late tax declarations and late withholding declarations; the RRA lists both among the PAYE failures that attract penalties. The smallest taxpayers pay reduced late-filing fines or none (Art. 81). We tell you the exact exposure for a specific late item.
  • Late payment. Interest applies under Law N° 020/2023. We confirm the rate in force against the gazetted text for your case.
  • Incorrect VAT invoices. Intentionally issuing an incorrect VAT invoice carries a fine of 100% of the VAT payable (Art. 87).
  • Transfer pricing information. Failing to provide information on transactions with related parties carries a fine of 5% of the transaction value (Art. 86).
  • Look-back. The RRA can audit five years back, or ten where information was concealed with intent to evade tax. Records are kept for ten years (Art. 15).
  • Currency. Under BNR Regulation 42/2022 as amended by Regulation 89/2025, domestic transactions are priced and settled in RWF. Breaches carry penalties of 50% of the amount (100% on repeat), and pricing in foreign currency without authorisation RWF 5 million, then RWF 10 million.

On the company law side, a company that does not file its annual return can be struck off the register. That is a company law sanction, separate from tax, and it surfaces in every bank and investor due diligence.

Sources: Law N° 020/2023 on tax procedures, Arts. 15, 81, 86 and 87 (EY Tax News, July 2023); RRA, PAYE penalties and interest page (accessed October 2026); PwC Worldwide Tax Summaries, Rwanda, tax administration (reviewed 23/09/2026); PKF East Africa on BNR Regulation 89/2025 (2025).

A nil return on time costs nothing. A missed one blocks the tax clearance certificate, and without a clearance the recurring investor permit and some RRA certifications stall. One forgotten month can hold up a permit renewal.

A worked example

Total tax on a small Kigali company with a foreign shareholder

An illustration, not a client case. A software and consulting company in Gasabo, owned 100% by a founder resident in Germany. Three employees, no investment certificate, standard 28% regime.

Assumptions: turnover RWF 180 million, half to Rwandan clients and half exported. The company is VAT-registered and files quarterly, because turnover is below RWF 200 million. Each employee earns RWF 600,000 gross a month. Operating costs other than payroll, including rent, software, travel and the trading licence, are RWF 76,607,200. The full profit after tax is distributed. Amounts in USD use an illustrative RWF 1,450 per US dollar; the BNR rate on the day applies in practice.

What the company also collects

Some taxes pass through the company without being its cost. On each RWF 600,000 salary, PAYE is RWF 144,000 a month (0 + 4,000 + 20,000 + 120,000). For three employees over a year that is RWF 5,184,000. Employee pension at 6% adds RWF 1,296,000, employee maternity RWF 64,800, and CBHI at 0.5% of net pay about RWF 75,300. Each employee's net pay is about RWF 416,100 a month.

On VAT, the company charges 18% on its RWF 90 million of domestic sales, RWF 16,200,000, and deducts the input VAT on its certified purchase invoices. Its RWF 90 million of exports are zero-rated, so input VAT on costs linked to them stays recoverable. VAT is a cost only where input VAT is lost: missing EBM invoices, claims older than 12 months, or the 40% blocked share on mixed-use costs.

Next year's advance tax

If turnover in the second quarter of the next year is RWF 45 million, the 30 June instalment is RWF 22,400,000 × 45 / 180 = RWF 5,600,000, less any withholding tax suffered in the period.

Three variations

  • Shareholder through a UAE holding. Dividend withholding falls to 7.5% under the Rwanda–UAE treaty, RWF 4,320,000. CIT and WHT together become RWF 26,720,000, or 33.4% of profit, if the treaty conditions, including beneficial ownership and substance in the UAE, are met.
  • Registered investor in ICT. With an investment certificate and a qualifying activity, the company would pay 15%, RWF 12,000,000, saving RWF 10,400,000 of CIT. Dividend withholding to Germany stays at 15%.
  • Management fee to the founder's German company. The deduction is capped at 2% of turnover, RWF 3,600,000, for a related non-resident. The fee bears 15% withholding and, as an imported service, falls within Rwandan VAT.

Tax in Germany on the dividend is outside this example. Without a treaty, relief for the Rwandan withholding depends on German domestic rules, which your German adviser confirms.

Model the employer side of payroll for five years, not one. In this example employer RSSB rises from RWF 1,792,800 in 2026 to RWF 2,008,800 in 2027 on the same salaries, and keeps rising to 2030.

Questions

What founders ask about Rwandan tax

Which taxes does a new Rwandan company pay from day one?

Corporate income tax at 28% on profit, PAYE and RSSB once it pays a salary, withholding tax when it pays dividends, interest, royalties or service fees, and the district trading licence tax. VAT follows once turnover reaches RWF 20 million in a year or RWF 5 million in a quarter, or earlier by choice.

Is there a tax treaty between Rwanda and Germany, France or the UK?

Germany and the UK have no treaty with Rwanda. France signed one on 22/06/2023, and it is not yet in force. Dividends, interest, royalties and fees paid to all three bear the domestic 15%. See Rwanda's double tax treaties.

Do I become a Rwandan tax resident if I spend time in Kigali?

You do if you stay more than 183 days in any 12-month period, or if you average more than 122 days in each of the two preceding tax periods and are present in the current one. A permanent residence or habitual abode in Rwanda also makes you resident.

Can my company pay 15% or 3% instead of 28%?

Only as a registered investor with an investment certificate, in a qualifying activity, and with the substance the law requires. The certificate has no minimum capital and costs USD 500. We check whether your activity qualifies before you register.

Are there local income taxes in Rwanda?

No. Income tax is national. Districts receive trading licence tax, immovable property tax and rental income tax, which the RRA collects on their behalf.

What is the late payment interest rate?

Interest applies under Law N° 020/2023 on tax procedures. Published summaries differ, so we confirm the rate in force against the gazetted text for your case before quoting a figure.

Has the 2026/27 budget changed any rates?

The budget, presented on 11/06/2026, announced directions such as wider EBM enforcement, customs valuation, tariff alignment and a review of exemptions, without new rates. We apply each measure once its law or order is published.

Do foreign software subscriptions carry Rwandan VAT?

Yes, since the end of July 2026 under Ministerial Order N° 004/26/10/TC of 29/04/2026. The foreign supplier registers or appoints a representative; otherwise the paying bank or mobile money provider withholds the VAT.

Is there stamp duty on contracts or share transfers?

No. Rwanda has no stamp duty. A sale of commercial immovable property bears transfer tax of 2% or 2.5%, and gains on shares bear capital gains tax at 10% unless an exemption applies.

Next step

Turn the overview into your own tax map

An overview tells you which taxes exist. A tax map tells you which ones apply to your company, from which month, and at which rate. We build that map from three facts: what the company sells, where the shareholders and group companies are resident, and whether the activity can reach an incentive rate. Then we set up the registrations, the EBM invoicing route and the monthly cycle, with local filings through licensed partners in Kigali.

The detail sits on our corporate tax, VAT and withholding and accounting and payroll pages. Our fees are fixed and quoted in writing; the pricing page explains how we scope monthly compliance. Send us your structure through the contact page and we reply with the taxes that apply and a quote.
